About this file

This is a First Amendment to Request for Proposal DCAT3-25-001 issued by the Iowa Department of Health and Human Services on behalf of the Dubuque County Decategorization Governance Board. The amendment, effective February 12, 2024, modifies the procurement procedures for a Restorative Strategies youth diversion program. The RFP solicits proposals for a comprehensive Restorative Diversion Program designed to reduce referrals to Juvenile Court Services and minimize law violations originating from schools in Dubuque County. Bidders must submit proposals detailing their approach to youth diversion, intervention methodologies, staffing plans, and program implementation strategies. The original proposal submission deadline is April 3, 2024, at 11:00 AM CDT. Questions and clarifications should be directed to Amy Huntington at ahuntin1@dhs.state.ia.us or +1 563-326-8794.

The First Amendment primarily addresses administrative changes to the RFP posting and communication procedures rather than substantive modifications to the procurement requirements. The document revises four sections: the RFP posting location has been changed from the Bid Opportunities Website to the IMPACS Electronic Procurement System; Section 2.3 regarding RFP downloads has been updated to direct bidders to IMPACS; Section 2.7 regarding question responses has been amended to reflect posting on IMPACS; and Section 2.9 regarding RFP amendments has been revised to specify that amendments will be posted to IMPACS. Bidders are responsible for regularly checking IMPACS to ensure they have accessed the most current official version of the RFP and any amendments. The Agency reserves the right to amend the RFP and may allow bidders to modify proposals if amendments are issued after the closing date for submission.
