About this file
This is a Request for Proposal (RFP) issued by the Dubuque County Decategorization Governance Board in Iowa, seeking proposals for a Restorative Strategies program targeting youth in Dubuque County. The RFP, numbered DCAT3-25-001, was released on 2/7/2024 with a proposal submission deadline of 4/3/2024 at 11:00 AM CDT. The primary objective is to develop a youth Restorative Diversion Program designed to reduce referrals to Juvenile Court Services and decrease law violations originating from schools in Dubuque County.
The initiative is part of a broader decategorization effort to redesign human services delivery, focusing on client needs rather than categorical funding programs. The goal is to redirect child welfare and juvenile justice funding toward more preventive, family-centered, and community-based services that minimize reliance on institutional or out-of-community interventions. The program aims to support youth who are either involved or at risk of becoming involved with the juvenile justice system, with the contact for this RFP being Amy Huntington from the Department of Health and Human Services, reachable at ahuntin1@dhs.state.ia.us or +1 563-326-8794.
