I. INTRODUCTION

A. BACKGROUND

The Defense Contract Audit Agency (DCAA) must support the promotion and development of collaborative recruitment strategies to attract, recruit, and hire qualified, diverse candidates with mission critical skills to meet the agency’s critical workforce needs now and in the future. Recruitment of auditors has been challenging in an environment where demand exceeds supply coupled with external private industry and government competitors.

B. OBJECTIVE

DCAA requires an internet-accessible university platform capability that bridges the recruiting gap for students and employers by allowing communication between students and recruiter in a “one stop shop” environment. DCAA’s outreach and recruitment team must be able to post and promote recruitment events, company information, and job announcements in one place, while students must be able to view announcements and interact with DCAA recruiters in one place. The university platform website must also recommend jobs and events to students based on student profiles and academic transcripts.

II. REQUIREMENTS

Unless otherwise specified, all references to days are considered business days.

The contractor must provide a talent engagement suite (TES) that enables the ability to proactively search and message a large network of students and young alumni. The suite must provide the ability to create robust searches based on academics, job type, representation, and performance criteria; message the potential candidates at scale; and invite potential candidates to apply for jobs and/or attend fairs and events. The suite must enable the ability to drive a diverse, data-driven recruitment process and directly influence highly qualified candidates to work for DCAA.

As part of the TES, the contractor must provide premium recruiter licenses to send large scale outreach campaigns to attract potential candidates to jobs, on-campus events, and virtual connections with recruiters.

The contractor must provide a virtual event management module to enable the planning, execution, and analysis of comprehensive virtual event strategies for all early talent levels and at historically black colleges/universities (HBCUs) and other minority serving institutes to drive awareness of DCAA opportunities.

The contractor must provide federal expert assist, a customized program management solution to assist the DCAA outreach and recruitment team to design and execute an effective recruitment strategy and advising on best practices and strategies to maximizing usage and results.
