About this file

This document is a Sole Source Statement issued by the Defense Logistics Agency Contracting Services Office (DCSO) for the Defense Contract Audit Agency's (DCAA) requirement to renew its VMware Enterprise License Agreement (ELA).

The statement indicates that DCAA has a requirement for the renewal of its VMware ELA for the period of June 21, 2024 through June 20, 2025, with an estimated total cost of . This requirement is funded through Military Interdepartmental Purchase Request (MIPR) HAA23H428415. DCAA requires the VMware licensing to maintain interoperability and standardization across its enterprise of 5,000 users and primary information systems. The agency has spent over 2,000 hours migrating and standardizing on the VMware products and is mandated by the Department of Defense to maintain software assurance for all licensed products. The statement justifies this as a sole source procurement, as DCAA's specific requirements can only be met by the VMware brand name licensing, and other similar products cannot be modified to meet the government's needs.

Restricted to the Following Source:

Brand name VMware Enterprise License Agreement (may be quoted by resellers)

1. Provide a description of the item or service required, the estimated cost, and required delivery date and/or performance period.

DCAA has a requirement for renewal of the VMware enterprise license agreement (ELA). The resulting delivery order will be for one base year with the period of performance of June 21, 2024 through June 20, 2025.

The estimated total cost is . Funding for this requirement was provided on military interdepartmental purchase request (MIPR) HAA23H428415.

2. Identify the specific characteristics of the material or service that limit the availability to a single source (unique features, function of the item, licensing agreement, urgency, brand name, etc.). Describe in detail why only this source can furnish the item or service to the exclusion of other sources.

Brand name VMware licensing is essential to the government’s requirements, and market research indicates other companies’ similar products do not meet, and cannot be modified to meet, the government’s needs. A brand name item, whether available from one or more vendors, is an item peculiar to one manufacturer and may be procured by brand name specification if essential to the government’s requirements. DCAA’s requirement for brand name VMware is essential for the government to fulfill its need to maintain interoperability and standardization throughout the DCAA enterprise. DCAA is required to provide the capability for access and authentication services across DCAA’s 5,000 users and its primary information systems, which is achieved through VMware infrastructure and server products.

Since the original purchase, DCAA has spent more than 2,000 hours migrating and standardizing on the new VMware products. DCAA is mandated by the Department of Defense (DoD) to maintain software assurance for all licensed products. Without the VMware licensing, the agency would not be able to perform its mission and would be required to shut down all services running on the VMware products to ensure it is not in violation of DoD mandates.
