About this file
This is a Request for Information (RFI) issued by the U.S. Army's Project Manager Autonomous Robotic Capabilities (PM ARC) under the Capability Portfolio Executive Mission Autonomy program seeking industry input on drive-by-wire (DBW) applique kits for existing ground, air, and maritime platforms in the Army inventory.
The RFI is issued solely for information and planning purposes and does not constitute a solicitation, commitment to purchase, or obligation to award a contract. No funds are available for response preparation, and responses are strictly voluntary and will not be returned with detailed feedback provided. Responses are due by 3:00 PM Eastern Standard Time on July 24, 2026, and should be submitted to Alessandro Padro (alessandro.v.padro.civ@army.mil) and Sandra Wiegand (sandra.j.wiegand.civ@army.mil) in MS Word or PDF format. Responses are limited to five pages (excluding certifications and title page) using Times New Roman, 12-point font, with one-inch margins. The Army will accept proprietary information marked as "PROPRIETARY" with explanatory text and will protect qualifying data under 18 U.S.C. §1905. All electronic transmissions must use NIST/NIAP-approved cryptographic products, such as DoD Safe Exchange.
The RFI requests information on company capabilities to engineer, prototype, test, and produce DBW systems for wheeled tactical vehicles, tracked combat vehicles, and watercraft; specific technical data requirements; system capabilities and interface protocols (CAN, UDP, etc.); safety approaches and adherence to commercial or military safety standards; applicable specifications; past integration experience; and anticipated design changes related to potential software-defined brake and steer-by-wire architecture implementations, including impacts of removing redundant hydraulic fallback mechanisms and incorporating AI/ML-driven brake force modulation.

DRIVE-BY-WIRE APPLIQUE KITS FOR EXISTING ARMY PLATFORMS
1. PROGRAM: Project Manager Autonomous Robotic Capabilities (PM ARC) Capability Portfolio Executive Mission Autonomy (CPE MA)
2. DESCRIPTION OF INTENT
The purpose of this Request for Information (RFI) is to allow industry to provide information related to drive-by-wire (DBW) kits for integration onto existing ground, air, and maritime platforms in the US Army inventory and determine at which speed the Army could provide DBW capabilities for Army platforms. Any information received in response to this survey will be used by the United States Government (USG) to aid its current acquisition planning efforts.
3. DISCLAIMER
This RFI is being issued solely for information and planning purposes.
The information in this notice is subject to change and is not binding on the USG. This is not a Request for Proposal (RFP) or Request for Prototype Proposal (RPP), does not constitute a solicitation, and shall not be construed as a commitment by the USG to purchase enhancements, hardware, or services. Responses in any form are not considered offers and the USG is under no obligation to award a contract because of this announcement. Funds are NOT available to pay for preparation of responses to this announcement. Any information submitted by respondents to this RFI Notice is strictly voluntary.
Since this is not an RFP or RPP, respondents WILL NOT be notified regarding information obtained related to this RFI Notice. Responses will not be returned nor will detailed feedback be made available.
4. PROPRIETARY INFORMATION
The USG acknowledges its statutory obligation (18 U.S.C. §1905) to protect confidential information provided to the Government. Pursuant to this statute, the USG is willing to accept any PROPRIETARY (e.g. trade secret) restrictions placed on qualifying data forwarded in response to the questionnaire and to protect the data from unauthorized disclosure subject to the following:
• Qualifying data must be clearly marked “PROPRIETARY” and accompanied by an explanatory text, so the Government is clearly notified of limitations being placed on the data
• Mark only data that is truly confidential. Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected.
• Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unrestricted basis.
• Do not submit classified data in response to this market survey.
UNCLASSIFIED: Dist A. Approved for Public Release
• The USG is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the U.S. Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the U.S. Government will not be protected once in the public domain. Data already in the possession of the USG will be protected in accordance with the USG’s rights in the data.
Proprietary data transmitted electronically must have the “PROPRIETARY” legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence or file shall use the legends:
"PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS."
In any reproductions of technical data or any portions thereof subject to asserted restrictions, the USG shall also reproduce the asserted restriction legend and any explanatory text.Data submitted in response to this RFI will not be returned.
5. OBJECTIVE
The purpose of this RFI is to assess industry's capability to provide aftermarket drive-by-wire (DBW) applique kits for currently existing ground, air, and maritime platforms within the US Army inventory.
6. INSTRUCTIONS FOR RESPONDING TO THIS REQUEST FOR INFORMATION
Send responses to this Request for Information directly to Alessandro Padro, alessandro.v.padro.civ@army.mil, and Sandra Wiegand, sandra.j.wiegand.civ@army.mil with the subject “Autonomous Capabilities for Robotic Ground Vehicles – Industry Feedback”. Provide responses and attachments in MS Word or PDF format. Address any requests for questions/clarifications directly to Alessandro Padro, alessandro.v.padro.civ@army.mil and Sandra Wiegand, sandra.j.wiegand.civ@army.mil.
Do not include any classified information, brochures, pamphlets, or marketing paraphernalia unnecessary to the specific questions. Responses are limited to 5 total pages (not including attachments for certifications and title page), using Times New Roman, font size 12, with one-inch margins. Please include only the question number (e.g., X.a) in each answer and spell out all acronyms in their first instance. Also, clearly mark any PROPRIETARY information per the guidance in Section 4, above. Responses are limited to one per company. Provide a release statement indicating that the proprietary information may be distributed to Army personnel involved with reviewing this RFI, including government support contractors.
Provide responses to the general information in Section 7 and capabilities in Section 9.
All transmission and/or dissemination of Controlled Unclassified Information (i.e., email and file transfers) must use National Institute of Standards and Technology (NIST)/ National Information Assurance Partnership (NIAP)-approved cryptographic products/ algorithms, (e.g., DoD-approved Public Key Infrastructure Certification or Department of Defense (DoD) Safe Exchange at https://safe.apps.mil/.) If DoD SAFE link is needed, please email Alessandro Padro, alessandro.v.padro.civ@army.mil, or Sandra Wiegand, sandra.j.wiegand.civ@army.mil to request a DoD Safe link in advance of the due date.
