About this file

This is a Small Business Participation Plan (SBPP) annual submission form issued by the City of Phoenix Public Transit Department in compliance with the Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements under 49 CFR Part 26, as mandated by the United States Department of Transportation. The SBPP applies to the Environmental Lab Services contract for the City of Phoenix, which has a commencement date of October 1, 2026, and a seven-year term with no extension options. The form requires contractors to demonstrate good faith efforts in fostering small business participation on Federal Transit Administration (FTA)-assisted projects, including identifying and engaging verified small business suppliers, conducting proactive outreach to potential small business partners, and maintaining documented communication logs with small business entities regarding procurement opportunities.

The contractor must track and report all small business participation monthly through the City of Phoenix Certification and Compliance System at phoenix.gob2g.com. The SBPP requires contractors to maintain a current list of small businesses utilized as subcontractors, joint venture partners, suppliers of goods and services, and other business relationships, along with the total amounts paid during the reporting period. The plan must identify future opportunities for small business participation, including relevant Scopes of Work categorized by NAICS codes, estimated timeframes, and identified contractors or vendors. The contractor must designate a Contract Liaison responsible for submitting the updated SBPP annually and providing any supporting documentation requested by the Agency or Subrecipient. All small business participation documentation and supporting materials must be submitted with each annual SBPP submission to maintain compliance with federal transit assistance requirements.
