About this file

This document is a notice for a virtual industry forum being held by the Navy Crane Center (NCC) on May 31, 2024 to discuss a potential Design-Bid-Build (DBB) acquisition strategy for future procurements of 30-ton to 175-ton portal cranes for the U.S. Navy. The Navy has identified a need to procure 40-50 portal cranes over the next 30 years across various naval installations and shipyards. Historically, these procurements have used a Design-Build approach, but NCC is seeking input on the feasibility and potential benefits of a DBB strategy, which would involve separate contracts for design and construction. The forum is open to a wide range of companies, including crane manufacturers, engineering firms, construction contractors, and metal building fabricators. Participants are requested to register by May 15, 2024 with firm details, point of contact information, and business size classification. Discussions will focus on understanding the risks and benefits of the DBB approach from both design and construction perspectives, and determining if it would provide wider capability and more beneficial partnerships for these future procurements.

NAVY CRANE CENTER

INDUSTRY FORUM

Navy Crane Center (NCC) will be holding a Virtual Industry Forum to perform market research for Design-Bid-Build (DBB) procurements of portal cranes (also sometimes referred to luffing cranes and whirley cranes) for the U.S. Navy. These portal cranes are rail mounted dockside cranes operating in Naval Shipyards with rated main hoist capacities ranging from 30-ton (Light), to 60-ton (Normal), and up to 175-ton (Heavy).

The U.S. Navy has identified the need to procure 40-50 portal cranes over the next 30 years at various installations including Naval Bases at Kings Bay and Bangor as well as the Norfolk, Puget Sound, Portsmouth, and Pearl Harbor Naval Shipyards.

Historically the Navy's portal crane procurements have utilized a Design-Build acquisition approach. NCC is conducting this industry forum to gage interest in a DBB acquisition strategy (i.e., one contract for a complete portal crane design and one contract for fabrication, delivery, installation, testing and acceptance) for future portal crane procurements. NCC is seeking input and gaging interest from a wide array of companies both inside and outside the portal crane industry, including but not limited to, crane manufacturers, engineering firms, construction contractors, metal building fabricators, etc. Discussions will seek to understand the risks and benefits of a DBB procurement strategy from both a design and construction perspective, determine whether it would provide wider capability for this large number of future contracts, and determine if it would create more mutually beneficial partnerships between the U.S. Navy and prospective portal crane designers and builders. Time will also be allotted for representatives from participating parties to share or ask questions regarding the specifics of the crane design and construction requirements. An agenda and meeting talking points will be provided after registration for informational purposes.

INFORMATION GATHERED RELATIVE TO THIS FORUM WILL PERMIT

ANALYSIS TO DETERMINE THE METHOD(S) OF PROCUREMENT. INPUT IS

DESIRED FROM ALL INTERESTED PARTIES – THIS INCLUDES CONTRACTORS,

INDUSTRY ORGANIZATIONS, ASSOCIATIONS OR SOCIETIES.

PARTICIPATION IN THIS INDUSTRY FORUM IS NOT TO BE CONSTRUED AS

EITHER A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS OR

SERVICES OR FOR THE GOVERNMENT TO PAY COSTS FOR ANY INFORMATION

RECEIVED. PARTICIPATION IN THIS EVENT IS AT THE SOLE EXPENSE OF THE

RESPONDENT.

NCC will hold the DBB Portal Crane Industry Forum virtually via MS Teams on May 31, 2024 (Time TBD). The Government will provide registrants with the following information by Friday, May 17, 2024: 1) MS Teams meeting schedule; 2) MS Teams meeting information including call-in number and password; and 3) meeting agenda and discussion points.
