Fingerprint quality check and duplicate finger and sequence check DataWorks Plus understands and fully complies. The proposed system includes a fingerprint quality scoring system which will check for issues such as “over” or “under inking” to ensure optimal fingerprint image quality.
Additionally, the system includes duplicate fingerprint checking which is accomplished via
Fingerprint Sequence Checking. The automated sequence check does a slap-to-roll fingerprint comparison of images. This ensures that all fingerprints are taken within their proper positions, and eliminates the risk of duplicate finger captures.
If agency will utilize simple mail transfer protocol, device will be required to have SMTP NIST interface, configurable data descriptor entry, multiple transaction profile configuration.

3.1.6 Current Financial Position
DataWorks Plus understands that the long-term stability of a product requires long-term stability of the company providing it. By maintaining a vision of stability and growth, we have seen the scope of the projects undertaken by DataWorks Plus steadily increase from single standalone systems in small agencies, to multi-agency networked regional solutions, to statewide contracts containing hundreds of agencies with actively-used DataWorks Plus products. As a result, our Support Center technicians, development, and engineering staff have grown in both number and expertise to ensure optimal long-term functionality of all systems we install.
We are aware of the critical need for any potential vendor’s financial stability and ongoing support capability to be thoroughly evaluated by your agency. As a software development company, our production tools and development framework are already owned prior to starting any project labor. As a result, there are very little overhead costs incurred during the performance of our contractual responsibilities, if any. Therefore, DataWorks Plus will have no need to borrow any funds to facilitate the performance of its contract with the agency if awarded. As such, we are confident that we can develop, install, and maintain our proposed products to your agency.

3.2 Company Organization
DataWorks Plus has five main departments: Sales, Marketing, Engineering, Development and
Support. Our sales team makes contacts and obtains contracts for the company. In order to do so, they coordinate with the marketing department for promotional materials and RFP writing.
Once an account is obtained, it is given to a project engineer/manager who oversees the implementation of the proposed and agreed upon plan between DataWorks Plus and the
Agency. During the implementation phase, the project engineer/manager coordinates with our developers, who customize and create the software that the agency requires. Once the development is complete, the project engineer will install the software and hardware at the agency’s site. After the installation is complete and the system is in use at the agency site, the project engineer or manager hands the account information over to our support team. 4. LiveScan Plus System Summary
The proposed LiveScan Plus system is an integrated criminal/applicant live scan solution that is flexible in design and configuration. The system smoothly permits a user to record all demographic data descriptors for an individual and electronically capture all primary biometrics including fingerprints (rolled/flat) and palmprints. The LiveScan Plus system was designed to support all major live scan hardware manufacturers that have obtained Appendix F certification from the FBI. This allows DataWorks Plus to take an independent, open and objective approach when recommending the best possible live scan to meet the specific needs of each customer.
DataWorks Plus’ proposed LiveScan Plus system is certified for operation and electronic submission of fingerprint records. Fingerprint, data, and photo submissions are fully supported, and the system complies with FBI and NIST standards. Since the system’s database is not hard-coded, DataWorks Plus will extensively customize the system’s data fields, codes, screen layouts, and validation protocols to match both current and future specifications. The system uses SQL database architecture, which allows required updates to be made without the need for additional development. Some of the features described in the following section are optional.
4.1.1 Unique System Enhancement and Expandability
DataWorks Plus has been progressively working with leading law enforcement agencies, partner vendors, and manufacturers to maximize the integration capabilities of law enforcement technology. Every agency is different in its scope, layout, and functionality needs, often requiring specialized systems from several vendors. This has not only driven DataWorks Plus to gain extensive experience for the interfacing of our products with third-party systems, but we have also been able to seamlessly integrate our own products together to give agencies single, unified interfaces for what otherwise would have involved several disparate systems.
LiveScan Plus allows for seamless integration with third party data systems and easy future expansion of the system into advanced biometric identification and investigative tools. Agencies can select the specific products they need in a modular fashion, granting all of the necessary functionality at the lowest possible cost. Agencies benefit from a synergistic effect by having all of these system types seamlessly integrated together. Some of the unique benefits that are available through the integration of our products include:
Integrated Booking Workflow – By using our LiveScan Plus application with our Digital
PhotoManager capture module, all steps of booking data entry, mugshot capture, fingerprint capture, and record submission are combined into a single unified interface.
This can provide users a more efficient workflow without the need to launch separate applications or switch locations during the booking process.
Automatic Biometric Enrollment – By using our RAPID-ID and Facial recognition systems with our LiveScan Plus and Digital PhotoManager systems, all fingerprinting and facial biometric enrollment can be configured as an ongoing process during routine bookings.
RFQ # 11.04.21: Livescan NGI System – Coffee Creek Correctional Facility 30
This ensures that the target biometric matching databases are always kept up-to-date with the latest available fingerprint and facial records to maximize the effectiveness of matching queries from FACE Plus and RAPID-ID.
Web-Based Data Accessibility – Our web-based products allows record data to be easily accessed from any PC connected to the agency’s network within a standard web browser. The records created through routine bookings can be easily retrieved and reviewed by authorized users from other departments within your agency for investigational purposes. Additional investigative search functions such as digital lineup creation and secure witness viewings can be performed, if needed.
Centralized User Management and Auditing – LiveScan Plus can be managed through the same Administration Module, allowing administrators to setup, modify, and audit all user accounts for each product within a single interface. Users can be assigned a single login for all products, or specific logins on a product-by-product basis. LDAP integration through systems such as Microsoft Active Directory is possible as well. The system’s group-based security will allow administrators to specifically set user access rights for any or all product functions as needed. User activity reports can also be generated for auditing purposes.
4.1.2 Secure Login – Username/Password, Biometrics or Two-Factor Authentication
In addition to username and password login, facial recognition, fingerprint recognition and iris recognition may serve as means of biometric login. DataWorks Plus will handle all image and finger enrollment into a secure user database, which ties the enrolled biometrics to the corresponding User ID. Users may login with any combination of the following:
Username and password
Fingerprint, captured with LiveScan Plus’ scanning deck
Face, captured with LiveScan Plus’ webcam
Iris, captured with LiveScan Plus’ iris camera
Secure Biometric Login
Users may log in with any combination of username and password, fingerprint, face or iris.
RFQ # 11.04.21: Livescan NGI System – Coffee Creek Correctional Facility 31
4.1.2.1 Two-Factor Authentication for FBI CJIS Security Compliance (optional) Users can use biometric matching to authenticate themselves in addition to their standard username and password authentication. This two-factor authentication will provide additional layers of data protection from unauthorized access, helping ensure that your agency remains compliant with the latest FBI CJIS security policies. We are also willing to take advantage of the
IRIS or NFC readers for authentication.
4.1.2.2 Transaction Statistics Provided on Login Screen
The login screen also provides a snapshot of system statistics. Users will see how many transactions are incomplete or pending directly from the login screen when they first open the application.
4.1.3 Overview of LiveScan Plus GUI
LiveScan Plus sets a new standard for ease of operation and graphical presentation. Upon login, users are presented with the Main Menu. The graphical user interface clearly instructs users where they are in the record creation process. The record creation process is divided into four primary steps which include Record Data, Photos/Signature Capture, Fingerprints Capture, and
Transaction Status Management.
4.1.3.1 Main Menu and Record Creation
Upon successful login, the Main Menu will be displayed. The Main Menu allows authorized users to view and monitor transaction history. The color-coded status indicators provide immediate, easy-to-read status information for each record. Different users may wish to filter the results to only display records relevant to the situation. The left sidebar provides several fields that can be used for customized searching.
Users will be able to select the proper Type of Transaction (ToT) from this menu and create new records as needed. ToT’s are fully configurable according to state and agency specifications.

4.1.3.2 Record Overview
The record creation process is divided into four primary steps.
1) Record Data
2) Photos/Signature Capture
3) Fingerprints Capture
4) Transaction Status Management
The left sidebar of the Record screen shows the steps/portions of the record. Users may proceed step-by-step until all required data is properly filled in for the record.
RFQ # 11.04.21: Livescan NGI System – Coffee Creek Correctional Facility 33
As data is entered, key information will be added to the Record Status in the bottom left corner of the record in real time. Data displayed includes the individual’s name, type of transaction, record creation date and time, and the individual’s front mugshot. It will also display a color indicated record status (complete, incomplete, or transaction error). This information can be customized to fit the needs of your agency.
4.1.3.2.1 Integration with Existing Systems and Custom-Designed Fields The fields maintained in the LiveScan Plus database are custom-designed for each agency.
Fields, tabs, and layout can be customized specifically for your agency at implementation and modified as needed even after system implementation. This flexibility to have all the fields your agency needs is beneficial, especially when interfacing a JMS, RMS, or other existing system.
DataWorks Plus can create custom interfaces with other existing systems, such as a Records
Management Systems (RMS) or a Jail Management System (JMS). Automatically having record data transferred between these systems and the live scan eliminates duplicate data entry and increases system and staff productivity.
4.1.3.2.2 Auto-Populating Data Fields from Magnetic Stripe Cards LiveScan Plus is capable of reading data from magnetic stripes on cards, such as drivers’ licenses.
When the card scanner is used with LiveScan Plus, the individual’s demographic data is automatically entered into the record. This feature can greatly increase the efficiency and accuracy of data entered into your system and can be configured to work with any state’s drivers’ licenses or other identification cards.
RFQ # 11.04.21: Livescan NGI System – Coffee Creek Correctional Facility 34
4.1.3.2.3 Mandatory/Required Fields
When working with your agency to determine fields to be included in the system, DataWorks
Plus will also ask for which fields should be required. The required fields will be validated prior to submittal to the State AFIS, which will reduce the possibility of the record being rejected upon submission. Any data fields that are mandatory will be clearly denoted on-screen with a yellow lighting icon when empty, and a green checkmark when filled according to validation rules.
4.1.3.2.4 Field Validation
Field validation can be used to add a stored procedure to a given field in order to validate its accuracy. This is especially useful when information is being submitted to a State AFIS and can reduce the number of rejections Field validation can be configured using the Administration
Module. Validation rules can be created for any of the available fields. For instance, the social security number field can be validated to make sure it does not begin with a 9 and only includes
9 numeric characters.
Data Validation Error Message
4.1.3.3 Record Data
The Record Data screens are also organized into sub-tabs, which allows users to proceed tab-by-tab until all required data is properly filled in for the record. The Record Data tabs at the top-left of the screen will be clearly labeled with yellow or green icons as well, so the user can see at all times which tabs have been fully completed.
RFQ # 11.04.21: Livescan NGI System – Coffee Creek Correctional Facility 35

When the user selects the type of image he or she wishes to capture, the attached camera (or signature pad) will be activated, and a live image preview will be displayed on screen. Users will be able to capture an image and crop the photo as needed.
4.1.3.4.1 Capturing Facial Images
LiveScan Plus can seamlessly integrate the mugshot capture process with the fingerprint capture process. Users will be able to capture mugshots within the LiveScan Plus interface without having to open another software program or switch to a different window. A digital camera can be used to capture high resolution mugshot images to be added to the record or images can be imported from a memory card or from a file. Multiple images can be captured and viewed within the record. For facial images, DataWorks Plus’ Face Find feature will automatically detect the face within an image and set the crop box in accordance with NIST Best Practices.
4.1.3.4.2 Quality Assurance Metrics
The system’s Quality Assurance metrics checks the quality of each photograph taken. This module will check if the head is centered, cropped, and tilted correctly and if the image’s brightness, darkness, and width meet the customized quality metrics. The Quality Metrics will be displayed next to the photo after it has been captured. If an image fails to meet quality standards, the image can be retaken by the user.
RFQ # 11.04.21: Livescan NGI System – Coffee Creek Correctional Facility 39
4.1.3.4.3 Capturing Irises
Iris images may be captured and added to the booking record. The DataWorks Plus livescan solution includes the logic to verify a subject’s front facial mugshot image with the facial image captured during iris scanning. This feature may be used to ensure data integrity within a booking transaction where the mugshot and iris images were captured at different times or locations.
Users may override an individual capture, if needed.
4.1.3.4.4 Capturing SMT Images
LiveScan Plus can also be used to capture additional images such as scars, marks and tattoos
(SMT). Fields to describe the SMT image allow users to add information such as NCIC categories, SMT location, type of SMT, SMT description, and any other fields your agency needs linked to the SMT image. Each of the fields can be made available to search against after the record has been saved to retrieve records that have SMT images.
RFQ # 11.04.21: Livescan NGI System – Coffee Creek Correctional Facility 40
4.1.3.4.5 Capturing Digital Signatures
LiveScan Plus has the ability to capture the signature of any individual being booked or of the user creating the record through an attached signature capture pad. The signature capture includes a live image preview that will display the signature as it is being written. If the signature needs to be retaken, the user can select to clear the signature and retake it before adding it to the record. The signature will be saved with the record digitally in NIST Type-8 format. This is also useful as a verification of someone’s identity during booking, transport, and release.
