About this file

This document is a brand name specification request issued by the Marion County Information Technology Department in Oregon. The department is seeking to purchase two DataWorks LiveScan imaging devices to replace two aging units, one at the Court Annex and one for the County Juvenile Department. The existing devices are no longer supported by the current vendor. The county previously conducted a competitive solicitation in 2018 to replace two other LiveScan devices, awarding the contract to DataWorks. The county has determined that standardizing on the DataWorks brand will result in substantial cost savings by reducing support and maintenance requirements compared to maintaining multiple brands.

The brand name justification cites compatibility and efficient utilization of existing systems as the basis for the sole-source specification. Marion County, Salem City, and other local jurisdictions are included in the related state and local contract opportunity. Pricing terms, funding sources, and other commercial details are not provided in the document.

BRAND NAME SPECIFICATION

Date of Request: August 23, 2021, 2021 Department Name: Information Technology

Department Contact Name: Toby Giddings

Brand Name Supplies and/or Services to be acquired:

DataWorks LiveScan imaging products.

1. Background:

Marion County Information Technology Department currently supports four LiveScan imaging devices for the County. In 2018 a competitive solicitation was conducted to replace two of the County’s four LiveScan devices. DataWorks was awarded the contract for the replacement. These units are used by the Sheriff’s Office, one for intake at the jail, and the other for the Concealed Handgun Licensing Unit at the County Courthouse.

The County now needs to purchase two devices to replace the two aging LiveScan imaging devices, one at the Court Annex, and one for the County Juvenile Department. These two devices are no longer supported by the current vendor.

2. Findings:

B. Determination pursuant to ORS 279B.215(2) must include one or more of the following written findings:

Pursuant to ORS 279B.215(2)(b): Cost Savings. That use of a brand name specification would result in substantial cost savings to the contracting agency.

Supporting one brand of LiveScan imaging device as opposed to supporting multiple brands will save time for both the service desk and field support staff, and therefore money for the County.

And

Pursuant to ORS 279B.215(2)(d): Compatibility. Provide findings supporting your determination that the efficient utilization of existing goods or services requires the acquisition of compatible goods or services.

Supporting multiple branded products performing the same role is less efficient than supporting a single brand. Having a single branded system allows our end-users to have a better understanding of the system and troubleshoot easier issues on their own. It also provides a single vendor point of contact allowing for faster escalations, and a vendor that's able to support our organization holistically.
