About this file

This is a Request for Information (RFI) issued by the F-35 Joint Program Office in conjunction with Naval Air Systems Command for market research purposes only. The RFI seeks information from interested contractors regarding capabilities to provide Data Science as a Service support under NAICS code 541511 (Custom Computer Programming Services). The government is gathering industry information to identify qualified sources and determine acquisition strategy, including whether the requirement will be pursued as full and open or small business set-aside; however, this RFI does not constitute a solicitation or promise of future contract award. Responses are due by 5:00 PM EST on November 10, 2026, limited to 20 pages with one-inch margins in Times New Roman 12-point font, and must include company information, business classification, points of contact, and a capabilities statement addressing the three task areas outlined below.

The requirement spans three interconnected task areas: (1) Enterprise Data Science, Advanced Machine Learning, and Optimization—developing and deploying production-ready algorithms for predictive maintenance, readiness forecasting, and supply-chain optimization in security-hardened Docker containers via Kubernetes/OpenShift; (2) Cloud Data Architecture, Modeling, and DataOps Governance—designing secure cloud data architectures on AWS GovCloud, Microsoft Azure Government, or Snowflake Government with ETL/ELT pipelines maintaining 98 percent data completeness and accuracy; and (3) Business Intelligence, Analytics, and Executive Data Storytelling—building interactive dashboards in Tableau, Power BI, or Looker with standard views loading under 5 seconds and creating executive briefings for senior leadership. Prospective contractors must be U.S.-owned and headquartered in the United States, provide personnel with active TOP SECRET security clearances, and perform work in a hybrid arrangement primarily in the National Capital Region. The anticipated period of performance is one 12-month base period with four 12-month option periods. Responses should be submitted to Contract Specialist Tom Baldauff (thomas.baldauff@jsf.mil) or Contracting Officer John Meyers (John.Meyers@jsf.mil), with clarification requests due seven business days prior to the RFI close date. Foreign contractor participation is not permitted, and SAM registration will be mandatory for any subsequent contract.
