About this file
This document is a Question Set 2 related to the Illinois Secretary of State (ILSOS) Illinois State Library Database Subscriptions RFP (Solicitation No. 24-350SOS-LIBRA-B-41700). The RFP is seeking to procure library databases that will provide digital content to enable libraries across Illinois to give their communities online access. The RFP requested coverage for all digital content areas, and proposals will be evaluated based on the number of content areas offered, with vendors proposing the most content eligible for more technical evaluation points. This is a single award RFP, but multiple vendors may be awarded to cover the different content areas.
For pricing, an "a la carte" approach will be used to fairly compare offers, with only proposals receiving 80% of the technical evaluation points eligible for price evaluation and award. The total of all offered digital content areas will be used to calculate the total cost, even if a vendor does not offer all 7 content areas.

Question Set 2 ILSOS Illinois State Library Database Subscriptions
24-350SOS-LIBRA-B-41700
1. We're seeking clarification to a question/answer that has already been responded to. In question set 1, one of the questions asks "Will there be multiple vendor awards?" and the response was "This is a single award." Please further clarify "single award". Is it a single award per category (i.e. one awarded vendor for "General Interest Resources" and one awarded vendor for "PreK-12 Educational Resources" - and those vendors might be different)? Or is this a single award for the entire resulting RFP contract? Is it expected that only one vendor will be awarded that can provide all of the desired resources listed in "General Interest Resources" and "PreK-12 Educational Resources"??
This is a single award for the entire solicitation. ILSOS requests coverage for all digital content areas, but proposals will be evaluated in accordance with Section D.5. Vendors proposing the most amount of content areas will be eligible to be awarded more points (up to 350) in the technical proposal (see Sections D.5.5 through D.5.11).
For price evaluation, Section E.1.5 states, “A la carte pricing will be used for cost evaluation purposes in order to fairly compare offers. Only proposals receiving 80% of the technical evaluation points will be eligible for price evaluation and award. The total of all offered digital content areas will be used to calculate the total cost. For example, if Vendor A only offers 6 of the 7 content areas and Vendor B offers all 7 then only 6 prices will be added together to compare pricing.”
