About this file

This is a Request for Special Procurement (SP) submitted by the Department of Administrative Services (DAS) State Procurement Services on behalf of the Oregon State Police (OSP) for an extension of school safety tip line services. The procurement seeks approval to extend contract DASPS-1608-16 with incumbent vendor Sprigeo for an additional three-year period from September 26, 2026, through September 25, 2029. The SafeOregon tip line provides comprehensive services including 24/7/365 call center support to receive incoming tips via phone, text, email, mobile app, and webform; a web-based data collection system; marketing and promotional services including website maintenance; and user support and training. The service currently supports more than 1,350 schools statewide and receives approximately 250 tips per month related to student and school safety. No competitive bidding process, site visits, or bidder conferences are associated with this special procurement request, as it is a direct extension of an existing contract. The term covers a three-year period with no renewal options mentioned.

The total estimated cost for the three-year extension is $1,250,000. This special procurement request is justified based on substantial cost savings from avoiding system transition costs, retraining of thousands of school personnel, and potential service disruption; time-sensitive continuity of operations for a critical public safety service; and the need to maintain an established, optimized infrastructure while OSP conducts market research to evaluate alternative solutions for future competitive solicitation. Sprigeo is the incumbent vendor and has provided continuous service since the contract's 2015 inception following an RFP process. The extension requires approval from the State Chief Procurement Officer, posting of public notice on OregonBuys for seven calendar days to allow for protests, Department of Justice legal sufficiency review, and possible Enterprise Information Services endorsement before execution of Amendment No. 2 to the contract.

REQUEST FOR SPECIAL PROCUREMENT (SP) No. REQ-DASOBO-00151065

1. Requesting Agency Name: Department of Administrative Services (DAS SPS) on behalf of the Oregon State Police (OSP).

2. Date of Request: 9/3/2025 3. Agency Number: 10700

4. Agency Contact Name: Christina Mason 5. Phone: 503-383-5485

6. Type of Request: Contract-specific Special Procurement

7. Time Period Requested: From: September 26, 2026 To: September 25, 2029

8. Total Estimated Cost: $1,250,000

9. Title: Supplies and/or Services to be Acquired:

School safety tip line services, including call center support to receive incoming tips, a web-based data collection system, marketing/promotional services including a website, and user support.

10. Request, Background, Current Need, and Proposed Contracting Procedure:

a. Request:

The Oregon State Police (OSP) respectfully requests approval for a Special Procurement to extend contract DASPS-1608-16 with the current vendor, Sprigeo, beyond the current ten-year maximum term, for an additional period of three years. Sprigeo provides critical call center operations and support for the SafeOregon school safety tip line. Sprigeo is responsible for ensuring that safety-related tips are received, triaged, and relayed to appropriate parties in real time. This extension will allow OSP to maintain uninterrupted service while conducting additional market research to evaluate alternative solutions.

b. Background:

The Oregon State Police (OSP) is a multi-disciplined organization charged with protecting the people, wildlife, and natural resources in Oregon. OSP enforces the traffic laws on the state’s roadways, investigates and solve crimes, conduct post-mortem examinations and forensic analysis, and provide background checks and law enforcement data. The mission of OSP is to serve all people with a priority of safeguarding life, property, and natural resources by building upon a diverse, professional, and trustworthy workforce.

SafeOregon, the State’s confidential and anonymous school safety tip line, was established under the authority granted to OSP under House Bill 4025 (2016 legislative session, codified at ORS 339.329) following recommendations from the Oregon Task Force on School Safety. Today, more than 1,350

DASPS-1608-16_REQ-DASOBO-00151065_ATR Clean Page 2 of 5 schools statewide rely on the system to ensure timely reporting and response to potential threats affecting students and school communities.

In 2015, DAS State Procurement Services (SPS) issued RFP DASPS-2546-15 and subsequently awarded contract DASPS-1608-16 to Sprigeo. The vendor was selected to develop and operate a web-based dashboard tailored to Oregon’s specific needs. Since the contract’s inception, Sprigeo has provided continuous 24/7/365 call center coverage, a secure data collection platform, user training and technical support, promotional and outreach materials, and hosting and maintenance of the SafeOregon website.

c. Current Need:

OSP requires uninterrupted access to a specialized, monitored call center capable of receiving anonymous or confidential tips via phone, text, email, mobile app, or webform. Sprigeo has consistently met all operational and technical requirements to maintain this essential service.

Initiating a new public Request for Proposals (RFP) for a customized tip line solution would require funding and resources that are not currently available and could risk service disruption during a critical period for school safety.

c(1) Cost Table. Anticipated costs for the extension are based on the following:

d. Proposed Contracting Procedure:

1. As required by Oregon Administrative Rule (OAR) 125-247-0287, DAS SPS, on behalf of OSP, will issue a public notice (Notice) of the approved SP on OregonBuys® for a period of seven calendar days.

2. The Notice will include a provision that any affected party may protest the approval of the SP.

3. DAS SPS, along with OSP, will respond to and resolve all protest(s) of the SP, if any.

DASPS-1608-16_REQ-DASOBO-00151065_ATR Clean Page 3 of 5

4. If no protests are received and sustained, DAS SPS will proceed with negotiating and executing Amendment No. 2 to the Contract with Sprigeo, as set out in Section 10 (a) above.

5. DAS SPS, on behalf of OSP, will work with Enterprise Information Services (EIS) and obtain its endorsement prior to executing Amendment No. 2, if required.

6. DAS SPS will obtain Department of Justice (DOJ) legal sufficiency approval before executing the amendment in accordance with ORS 291.047.

11. Justification for use of Special Procurement: Describe the circumstances that justify the use of a Special Procurement. Attach relevant documentation.

Substantial Cost Savings Maintaining the current contract for the school safety tip line will avoid the significant financial and operational burden associated with re-launching the system and retraining over 1,350 schools statewide. All Oregon schools have already received training on Sprigeo’s SafeOregon platform.

Transitioning to a new vendor would require retraining thousands of staff, resulting in considerable costs, time investment, and duplication of effort.

Time-Sensitive Continuity of Service The SafeOregon tip line operates a live call center 24 hours a day, 7 days a week, 365 days a year. It receives approximately 250 tips per month from students, families, school personnel, and community members. Any disruption in service could delay the receipt and response to potentially life-threatening situations, undermining the program’s core mission of timely intervention.

Efficient Use of Established Infrastructure Since its launch in 2017, the SafeOregon tip line has undergone extensive development and refinement in partnership with the current contractor. The initial implementation involved collaborative pilot testing and issue resolution to ensure system reliability. Sprigeo‘s services are comprehensive and integrate call center operations, digital reporting tools, and outreach services to ensure accessibility and awareness. Any disruption in service could compromise timely reporting and response, undermining school safety efforts. Continuing with the same service provider preserves operational stability and leverages the investments already made in system optimization.

Market-Researched Justification OSP intends to use the term of this contract extension to evaluate available alternatives and emerging technologies for school safety tip lines. This extension period will allow OSP to review vendor capabilities and assess cost implications while preparing for a competitive solicitation process.

12. Findings to Satisfy the Required Standards: This proposed special procurement:

(a) will be unlikely to encourage favoritism in the awarding of public contracts or to substantially diminish competition for public contracts because:

The requested extension is temporary—limited to three years—and is intended solely to maintain continuity of critical school safety services while OSP prepares for a fully competitive Request for Proposal (RFP) in 2028. During this period, OSP will conduct comprehensive market research to evaluate alternative solutions and emerging technologies, ensuring that future procurement decisions are informed and competitive. This extension is based on operational necessity and cost avoidance, not

DASPS-1608-16_REQ-DASOBO-00151065_ATR Clean Page 4 of 5 vendor preference, as an immediate transition would impose significant financial and logistical burdens, including retraining thousands of school staff and reconfiguring systems.

and

(b)(ii) will otherwise substantially promote public interest in a manner that could not practicably be realized by complying with the requirements of ORS 279B.055, 279B.060, 279B.065, or 279B.070, or any rules adopted thereunder because:

It ensures uninterrupted operation of the SafeOregon school safety tip line, a critical service that receives approximately 250 tips per month related to student and school safety. Any disruption caused by initiating a new competitive process at this time would risk delays in reporting and responding to potentially life-threatening situations, undermining the program’s core mission of timely intervention. Additionally, transitioning to a new vendor immediately would require retraining thousands of staff across more than 1,350 schools, reconfiguring systems, and migrating sensitive data, resulting in significant costs and operational burdens. Extending the current service contract preserves the integrity of an established, optimized infrastructure while allowing OSP to conduct comprehensive market research and prepare for competitive solicitation. This approach balances public safety, fiscal responsibility, and future competition.

13. Signature: The actual signature of the Agency Head or designee (e.g., Designated Procurement Officer) is not required on the Request if it is submitted through OregonBuys®. Agency may elect to attach a signed Request.

Signature: e.g. Electronically in OregonBuys® _________________ Type Name: Date:
