iFAB Foundry BAA 12-14 Questions and Answers – Round 2
February 8, 2012
Question 1: Is there a requirement for small/disadvantaged business participation on the iFAB Foundry proposal teams?
Answer 1: While small/disadvantaged business participation is encouraged, it is not a requirement. However, even if a proposer does not intend to utilize small/disadvantaged businesses in conjunction with this effort they may be required to submit a small business subcontracting plan. Specifically, if a proposer is a “large business” under NAICS code 54172 (see www.sba.gov for details), and is proposing a FAR-based contract greater than $650,000, then a small business subcontracting plan is required. (If you are a small business under NAICS code 541712, no small business subcontracting plan is required.) The plan must include the required elements listed in FAR Part 19.704 and be acceptable to the contracting officer. In any FAR-based contract for which a small business subcontracting plan is required contractors must agree in the contract that small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns will have the maximum practicable opportunity to participate in contract performance consistent with its efficient performance.
Question 2: Does our quote need to be Truth In Negotiations Act (TINA) compliant?
Answer 2: If you are proposing a FAR-based contract greater than $750,000 (large or small business) the proposal must be TINA compliant and a certificate of current cost and pricing data will be required.
