FANG BAA 12-15
Questions and Answers – Round 2
February 8, 2012
Question 1: The FANG BAA states that:
FANG performers and their employees, if successfully selected and awarded a contract in response to this BAA, will not be eligible to receive prizes or independently assert intellectual property rights for IFV design submissions to FANG Challenges. In other words, a personal and organizational conflict of interest will exist between being a FANG performer and being an eligible participant in the FANG Challenge prize competitions.
What is the duration of this conflict of interest and are waivers possible?
Answer 1: The scope of the conflict only precludes the FANG performer from participating in the FANG Challenges that are described in this BAA due to the performer’s visibility into third party designs and input into the prize challenge judging process. DARPA does not anticipate a conflict to persist into future DARPA or non- DARPA efforts that utilize the AVM methodology.
Question 2: Would DARPA consider allowing the successful FANG Tool/Model offeror to participate as a FANG "Challenger" if the "Challenger" were to implement an OCI mitigation plan that firewalls the FANG Tool/Model Development Team for the FANG "Challenger" Team?
Answer 2: No, OCI mitigation plans will not be accepted to enable organizations participating in awards resulting from this BAA to compete in the FANG Challenges.
