About this file

This is a Special Notice announcing a Proposers Day for the Defense Advanced Research Projects Agency's (DARPA) Biological Technologies Office (BTO) in support of the planned "High-throughput Unmasking of Biological Interactomes with Binding Landscape Emulators" (HUBBLE) program.

The Proposers Day will be held on September 25, 2026, from 12:00 PM to 5:00 PM at the SPA Arlington Research Collaboration Center in Arlington, Virginia, with a hybrid option available. Registration is required and closes on September 18, 2026, at 4:00 PM Eastern Time or when capacity is reached. The event aims to introduce the HUBBLE program vision and goals, explain DARPA program mechanics and objectives, increase proposal preparation efficiency, and promote teaming arrangements among organizations with relevant expertise and capabilities. Attendance is not mandatory for proposal submission or funding selection. The program seeks to develop an in-silico capability for mapping all protein-protein interactions (PPIs) to identify novel diagnostic and therapeutic targets for complex physiologies. HUBBLE will generate a comprehensive human interactome for both healthy and disrupted conditions, create low-dimensional signatures of protein interactions based on diffusive binding landscape topology, and produce a context-aware interaction hypercatalog with predicted probabilities, affinities, and kinetics specific to cell types and conditions. Program capabilities will be applied to complex physiological states such as traumatic brain injury to model causal networks driving injury outcomes.

Two teaming opportunities are available: interested attendees may submit one Adobe PDF lightning talk slide deck (due September 21, 2026, at 4:00 PM) summarizing their interests and capabilities, and/or submit a one-page teaming profile in MS Word or PDF format describing technical competencies, unique facilities, and desired partner competencies (also due September 21, 2026). Teaming profiles will be distributed to all registered attendees by September 28, 2026. Non-U.S. citizens must submit either a DARPA Form 60 (for permanent residents and foreign nationals) or an Official Visit Request from their respective Embassy (for foreign government personnel) by September 18, 2026. This Special Notice is issued for information and potential program planning purposes only and does not constitute a formal solicitation for proposals; submission is voluntary and not required for subsequent solicitations.

The Biological Technologies Office (BTO) of the Defense Advanced Research Projects Agency (DARPA) is hosting a Proposers Day for the potential proposer community in support of a planned Program Announcement (PA) for the “High-throughput Unmasking of Biological Interactomes with Binding Landscape Emulators” (HUBBLE) program. The Proposers Day will be held on September 25th, 2026 from 12:00 PM to 5:00 PM in person at the SPA Arlington Research Collaboration Center (SPARCC) at 4075 Wilson Blvd. Arlington, Virginia 22203. A hybrid option is available for those who are unable to travel for the event, however, all presenters must attend in person. Advance registration is required. Note: all times listed in this announcement and on the registration, website are in Eastern Time.

The Proposers Day goals include:

1. Introduce the HUBBLE program vision and goals to the research community;

2. Explain the mechanics of a DARPA program and detail the objectives and milestones of this program in particular;

3. Increase efficiency in proposal preparation and evaluation; and

4. Encourage and promote teaming arrangements among organizations that have the relevant expertise, research facilities, and capabilities for executing research and development responsive to the HUBBLE program goals. Following the conclusion of lightning talks there will be an in-person teaming activity led by the DARPA team.

The Proposers Day will include brief overview presentations by government personnel as well as an information session to respond to questions from participants. There will be dedicated time for lightning talks by interested participants who wish to share their research expertise/ proposed solutions for achieving the goals of HUBBLE.

Attendance at this event is not a requirement for submission of a proposal or selection for funding.

Information relayed during the Proposers Day will be made available on the BTO section of the DARPA Opportunities page: http://www.darpa.mil/work-with-us/opportunities.

To maximize the pool of innovative proposal concepts, DARPA strongly encourages participation by non-traditional performers (e.g., small businesses, academic and research institutions, and first-time Government contractors).

HUBBLE Program Overview:

The Defense Advanced Research Projects Agency (DARPA) is soliciting proposals to develop an in-silico capability for mapping all protein-protein interactions (PPIs). Utility of this capability will be demonstrated in identifying novel diagnostic and therapeutic targets within the interaction space for complex physiologies.

HUBBLE seeks to generate a comprehensive human interactome that represents both healthy and disrupted physiologies. At the current rate of discovery, experimentally characterizing all PPIs across cell types, disease conditions and post-translational modification states would take thousands of years. To overcome time and resource limits of experimentally resolving or atomistically simulating these interactions, HUBBLE will generate low-dimensional signatures of each protein interaction based on the topology of its diffusive binding landscape. By leveraging dimensionality reducing simulation methods, HUBBLE performers can generate signature libraries from established databases as a launching point prior to embarking on resolving “dark interactome”. By end of program HUBBLE will generate a hypercatalog of context-aware interactions with predicted probabilities, affinities, and kinetics that are specific to the cell types, and conditions in which they occur.

Program capabilities will be applied to complex physiological states such as traumatic brain injury, as a way of modeling the causal networks that drive injury outcomes. Predicted interaction networks will be validated and interrogated for causality and contribution to physiological outcomes resulting in weighted, directional associations between protein targets. This represents a paradigm shift away from simple quantification of protein abundance to a functional representation of disease. If successful, such functional interactions will catalyze a new generation of diagnostic and therapeutic tools to protect the warfighter.

Opportunities for Teaming:

This Special Notice and Proposers Day include two specific opportunities for prospective proposers to identify team members:

1) Lightning Talks: Interested attendees are invited to submit an (1) Adobe PDF slide deck (landscape) that summarizes their interests and capabilities (see instructions Attachment 1). These will be presented during “lightning talks” at Proposers Day. Lightning talk submissions (no more than one per attendee) will be accepted on a first-come, first-served basis, until the maximum possible number of submissions (given time constraints) is reached. Interested attendees must identify their intention to submit the lightning talk during registration.

All presentations must be emailed to HUBBLE@darpa.mil no later than 4:00 PM ET on September 21th, 2026.

2) Interested parties are also invited to submit a one-page teaming profile describing technical competencies, unique facilities and other capabilities, as they relate to the program, and desired technical/other competencies sought from other potential team partners (Attachment 2). The one-page profile should include, at a minimum:

- Contact information (e.g., name, organization, email, phone number, mailing address, website);

- Brief description of the proposer’s technical competencies and relevant facilities; and

- Desired technical competencies and facilities from other potential team members, if applicable.

Submitted teaming profiles will be distributed via email to all registered attendees, in an effort to assist with team development and formation. Submitted teaming profiles must be in MS Word or Adobe PDF format. No submissions longer than one (1) page will be accepted. Multiple teaming profiles from independent groups in the same institution are allowed.

All conforming teaming profiles must be emailed to HUBBLE@darpa.mil no later than September 21st, 2026. Profiles that do not use the provided template (see Attachment 2) and/or exceed the one-page limit will not be accepted. Information contained in teaming profiles shall be publicly releasable – profile submitters consent to distribution amongst event registrants. After Proposers Day, the teaming profiles will be sent via e-mail to all registrants by September 28th, 2026. Specific content, communications, networking, and team formation are the sole responsibility of participants. Neither DARPA nor the DoD endorses any participating organization, nor does DARPA or DoD exercise any responsibility for improper dissemination of the teaming profiles.
