About this file
This is a Darfur Contracting Act Compliance certification document issued by California's Governor's Office of Business and Economic Development (GO-Biz) in accordance with Public Contract Code sections 10475-10481. The document establishes eligibility requirements for vendors seeking to contract with GO-Biz, specifically addressing the state's policy to preclude contracting with companies conducting specified business activities in Sudan. Prospective bidders must certify their compliance status by initialing one of three declarations: (1) confirmation that they have no business activities outside the United States within the previous three years; (2) acknowledgment of scrutinized company status with attached written permission from the Department of General Services to proceed; or (3) certification that despite international operations, they do not meet the definition of a scrutinized company under Public Contract Code section 10476. The certification must be executed by an authorized company representative under penalty of perjury and include the company name, Federal ID number, signatory information, and execution location and date.
The compliance requirement applies directly to the Business Development Consultant solicitation for DSEI Germany 2027, which seeks qualified organizations to provide business-to-business matchmaking and market entry support for up to six California exporters participating in the California delegation. All vendors responding to this Request for Offer must complete and submit the Darfur Contracting Act Compliance certification with their proposals, which are due September 29, 2026. No pricing information, contract term, contract value, or place of performance is specified in the available documentation. No set-asides, incumbent information, or detailed evaluation criteria are identified beyond the compliance requirement.
