SECTION ONE
INTRODUCTION, KEY DATES
1.1 INTRODUCTION
The State of Hawaii, Department of Land and Natural Resources (DLNR), Division of Aquatic Resources (DAR) owns a 19.5-acre parcel of land on the Waianae coast between Waianae High School on the north and Waianae Boat Harbor on the south. On this property exists a unique coastal wetland ecosystem that is currently threatened by human impacts, contamination, and invasive alien species. Public access to the property and the anchialine pools is unrestricted and this access is creating negative impacts to this ecosystem. The purpose of this project is to have a contractor install the first phase of the DLNR-DAR fencing project along the magenta indicated line in Appendix A. Trees and debris will be cleared along the proposed fence line prior to implementation of this project.

SECTION TWO
BACKGROUND AND SCOPE OF WORK
2.1 PROJECT BACKGROUND
Anchialine pools are among some of the most unique natural resources found throughout the world but the largest concentration of these is found right here in Hawaii. Anchialine pool ecosystems have often suffered as receptacles for trash and human waste. Some pools appear to be just a hole in the ground to most people and as a result, the pools have often been repeatedly trashed over the years. The resulting damage to the pool and underlying water table may one day be irreversible if no action is taken to address the situation.
Fencing is needed to protect an existing anchialine pool complex and provide a barrier to discourage human impacts to natural resources from homeless encampments. This is the first fencing phase in a multi-phase project towards natural resource restoration of the area.
2.2 SCOPE OF WORK
Winning bidder/Contractor will install approximately 700 feet of chain link fence along the proposed magenta line as shown in Appendix A.
You will be provided with and must use the following (as needed for this project) available Galvanized Chain link commercial grade materials located at the Waianae Small Boat Harbor facility:
