About this file
This document is a Sole Source Justification for a Simplified Acquisition under FAR Part 13.501(a)(1)(ii) for the procurement of systems furniture and task chairs at the U.S. Embassy in Dar es Salaam, Tanzania.
The requirement is for $11,334.26 worth of systems furniture from Allsteel, GS-28F-0008U, under a Blanket Purchase Agreement (BPA) call. The Contracting Office determined that Allsteel is uniquely qualified to meet this need as the existing embassy building currently has Allsteel systems furniture, and no other manufacturer can provide the exact matching components and finishes. The justification states that market research was not conducted as no other vendors can meet this specific requirement. The award is anticipated to be a fair and reasonable price based on the existing BPA pricing.

SOLE SOURCE JUSTIFICATION FOR SIMPLFIED ACQUISITIONS
FAR Part 13.501(a)(1)(ii)
1. Identification of the agency and the contracting activity:
In accordance with Federal Acquisition Regulation (FAR) 13.501(a)(1) in accordance with 41 U.S.C. 1901 or the authority of 41 U.S.C. 1903, the Office of Acquisition Management proposes to issue a BPA call to Allsteel, GS-28F-0008U, on the basis of other than full and open competition for systems furniture at the U.S. Embassy in Dar es Salaam on behalf of OBO/PDCS/DE/ID. The total estimated cost is $11,385.86.
2. The nature and/or description of the action being approved.
New BPA call; delivery order to Allsteel for systems furniture.
3. A description of the supplies or services required to meet the Department’s needs.
The requirement is to provide systems furniture and task chairs at U.S. Embassy in Dar es
Salaam at a total cost of $11,334.26. This will allow the Office of OBO/PDCS/DE/ID to accomplish a consistent design intent by maintaining an embedded base of product and match existing furniture style and finishes.
4. An identification of the statutory authority permitting other than full and open competition:
In accordance with Federal Acquisition Regulation (FAR) 13.501(a)(1) in accordance with 41 U.S.C. 1901 or the authority of 41 U.S.C. 1903.
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the action require use of the authority cited.
The Contracting Office determines that Allsteel is uniquely capable of meeting this need because the existing building currently has Allsteel systems furniture and office casegoods and no other manufacturer is able to make the exact same components in the same matching finishes.
6. A description of the efforts made to ensure that offers are solicited from as many potential sources as is practicable, include whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
The Contracting Office determines that no other vendor is able to meet this need because no other manufacturer is able to make the exact same components in the same matching finishes.
7. A determination by the contracting officer that the anticipated cost to the
Government will be fair and reasonable. Note: dollar amounts may not exceed statutory limitations for the commercial items test program identified in FAR 13.500.
The Contracting Office determines that the anticipated price(s) will be fair and reasonable based on BPA pricing. By signing the justification the Contracting Officer makes a determination that the cost/price to the Government are expected to be fair and reasonable.
8. A description of the market research conducted (per FAR Part 10) and the results or a statement of the reason market research was not conducted.
Market research was not conducted because no other vendor is able to meet this specific need.
9. Any other facts supporting the use of other than full and open competition such as:
In FY21, bids were solicited from both BPA vendors – Knoll and Allsteel – for new systems furniture for the Dar es Salaam chancery. Allsteel won the lowest price technically acceptable award, PO#19AQMM19A0147. The Allsteel systems furniture and office casegoods are now the building standard for the chancery.
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
N/A
11. A statement of any actions the agency will take to remove or overcome any future barriers to competition before any subsequent acquisition for the supplies or services required.
