About this file

Mt. Hood Community College's Child Development and Family Services (CDFS) department has issued a Request for Bids #09272021 for milk and dairy products for its early childhood programs. The solicitation seeks a single contractor to provide milk and dairy products on an intermittent basis, typically twice weekly, to 17 different sites across Northeast Portland and Gresham, serving approximately 1,000 Head Start children. The initial contract term is 12 months, with a maximum amount of $150,000, starting upon bid acceptance and ending June 30th of the following year. The college offers potential contract renewal options of up to four additional one-year terms, with price increases limited to the Consumer Price Index (CPI-W) for the Portland Metropolitan area.

The bid scoring will be based on 100 points, with 40 points allocated to pricing, 30 points to written answers, 15 points to the cover letter, and 15 points to references. Bidders must provide detailed pricing for various milk products, including 1% milk, whole milk, and lactose-free milk in gallon and half-pint sizes. The contractor must maintain specific insurance requirements, including $1,000,000 in commercial general liability and automobile liability, and workers' compensation coverage. Vendors are expected to demonstrate flexibility in ordering, ability to handle last-minute orders, responsive communication, and appropriate delivery equipment, as the delivery site does not have a loading dock.
