About this file
This document is an attachment containing Department of the Air Force (DAF) required clauses for federal contracts.
The first clause establishes an ombudsman process for addressing concerns from offerors and potential offerors. An ombudsman has been appointed to hear and facilitate resolution of concerns while maintaining confidentiality regarding the source. The ombudsman does not participate in proposal evaluation, source selection, or protest adjudication. Interested parties must first address concerns with the contracting officer before consulting the ombudsman. The Center-level ombudsman contact is AFICC/OL-GSC Director of Contracting at 245 Davis Ave E., Barksdale, LAF 7110, (701) 781-6336, or ig.afica_kg.workflow@us.af.mil. Unresolved concerns may be escalated to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, (571) 256-2395, facsimile (571) 256-2431. The ombudsman has no authority to bind the agency and should not be contacted for solicitation copies, offer due dates, or technical clarifications.
The second clause prohibits the use of Class I Ozone Depleting Substances (ODS) in accordance with DAF environmental policies. Contractors must not provide any service or product requiring Class I ODS use in testing, operation, or maintenance of systems, subsystems, items, components, or processes. Prohibited substances include specific Halons (1011, 1202, 1211, 1301, 2402), Chlorofluorocarbons (CFC-11 through CFC-217), CFC Blends (R-500, R-501, R-502, R-503), and other solvents and fumigants (Carbon Tetrachloride, Methyl Chloroform, Methyl Bromide).

Attachment 1. DAF Clauses
1. Ombudsman (DAF Part 1)– required on all contracts
a. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
b. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
c. If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, AFICC/OL-GSC Director of Contracting, 245 Davis Ave E., Barksdale, LAF 7110, phone number (701) 781-6336, email address ig.afica_kg.workflow@us.af.mil.
d. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number
(571) 256-2395, facsimile number (571) 256-2431.
e. The ombudsman has no authority to render a decision that binds the agency.
f. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
2. Elimination Of Use of Class I Ozone Depleting Substances (ODS) (DAF Part 23)
a. General Prohibitions
