About this file

This document is a set of responses to questions from industry regarding a Request for Information (RFI) for the Department of the Air Force (DAF) Civilian Wellness program. The RFI is for a new effort to provide comprehensive support and services to the DAF civilian workforce and their families.

Key details include:

  • This is a new effort, with no incumbent contractor.
  • The contract will likely be a Firm Fixed Price (FFP) type.
  • The contractor will be required to provide a 24/7 global call center with average call response within 15 seconds, but will not be required to manage existing Air Force fitness or wellness centers.
  • The government is committed to involving small businesses in this effort and will conduct market research to determine feasibility.
  • The eligible population includes DAF civilians (NAF, APF, Reserve and Guard), Army civilians at DAF bases, direct hire foreign nationals, and household members.
  • Both past performance and financial standing will be evaluated as part of the award criteria.

FA800324R0019 - DAF Civilian Wellness RFI Amendment 2

Response to Questions from Industry

Q: Is there an incumbent on this effort?

A: No. This is a new effort to determine options to provide comprehensive support to our DAF civilian workforce and their families.

Q: What is FedRAMP

A: FedRAMP is a certification that cloud service providers seeking to offer technology solutions to federal agencies must be registered with. FedRAMP certification is a required by the Air Force to perform this work.

Q: What is an F-Type Contract

A: That is a mistake in the draft PWS. We are looking at a FFP (Firm Fixed Price) type contract.

Q: Is there a requirement as to where the Call Center is to be located or is this at the discretion of the contractor?

A: As long as the call center provides global 24/7 access and response, and that the average call is answered within 15 secs, there are no requirements to location and/or framework (i.e. located at a central hub or remote).

Q: Will there be a requirement for onsite hours Saturday, Sunday and Holidays?

A: Only on request and based on availability of resources. For example, reserve command may request support during reserve weekends when both military and civilians are present or a off-hours presentation for shift workers. However, the standard expectation for work hours would be as noted above, 0730 – 1630.

Q: Will the government require a baseline of coverage or is it up to the contractor to provide in the Technical Proposal?

A: It is up to the contractor to provide a baseline of what they expect to need to support the requirements of the contract.

Q: Will the contractor be required to manage the current fitness centers and wellness centers at all locations?

A: This contract does not provide support to fitness centers or Air Force wellness centers. The only areas that the vendor would be responsible for would be the wellness offices specific to this civilian wellness contract. This would include the office that provides counseling and the physical wellness components of the requirements.

Q: This looks pretty similar to the contract for Civilian Health Promotion Services contract. Are these services being added to this solicitation?

A: The contract is a new approach to civilian wellness that provides a comprehensive approach of care and expands all services to our civilian workforce and their families. While there are components of existing civilian wellness programming included, the framework and approach is unique to this inquiry.

Q: Will the government add a Small Business Quota to the solicitation so as to ensure that Small Businesses can be a part of this solicitation?

A: Market Research will be conducted to see if that is feasible for the effort provided. We are committed to involving small business to the best of our ability.

Q: Noting that the dates have passed for the award, when does the government anticipate the solicitation to drop and the award?

A: The dates have not yet passed for award. We are still in an information gathering stage and as such there is no anticipated date for a solicitation to drop.

Q: Is this solicitation equivalent to the DHA Army Wellness Center Program?

A: We do not have access to this contract as it is owned by the Army. However, if you can provide the DHA Army Wellness Program to us, we can review and compare it.

Q: Who is eligible to utilize the programs? Soldiers, Family Members, Retirees, and DAF Civilian Employees?

A: DAF Civilians (NAF, APF, Reserve and Guard), Army civilians at DAF led bases, Direct Hire Foreign Nationals in USAFE and PACAF and Household members of eligible population.

Q: Will the government require not only the past performance volume but also the financial status of a company to include but not limited to credit checks and financial institution backing?

A: Yes, along with SAM.gov checks for reps and certs. Both past performance and good financial standing is required to be eligible for this award.
