About this file
This document presents the evaluation factors for a federal recruiting office facility lease solicitation. The evaluation criteria are divided into two primary categories: Cost (40% weight) and Operational Factors (60% weight combined).
The Cost factor evaluates the best rental consideration for a fully-serviced lease, including rent, janitorial services and supplies, utilities, parking, and construction costs including any potential Lessor contribution toward build-out. The Operational Factors comprise ten weighted subcategories and two pass/fail standards. The weighted subcategories include: Location Within Delineated Area (10%), assessing whether the site falls within the required market zone overlap; Neighborhood (15%), evaluating proximity to schools, crime rates, traffic patterns, and overall appearance; Ease of Access to Building (10%), considering locating the site from major streets; Location Within Building (15%), determining visibility versus hidden placement; Parking Availability for Visitors (15%), requiring adequate spaces within one block walking distance; Overall Appearance of Building (10%), comparing exterior and common areas to community standards; Compatibility of Adjacent Businesses (5%), assessing whether neighboring businesses enhance or detract from recruiting operations; Potential for Signs (10%), evaluating building and roadside sign visibility and local code restrictions; and Floor Plan/Layout (10%), assessing efficiency and practicality. Two pass/fail standards address Access to Leased Space (requiring unrestricted 24-hour access) and Parking Proximity for Government/POV (requiring parking within four blocks). High Speed Internet Access is listed as a 0% weight factor. The document notes that all operational evaluation factors combined are approximately equal in importance to cost.

EVALUATION FACTORS
1. COST (40% weight). Based on best rental consideration on a fully-serviced lease (e.g.
rent, janitorial services and supplies, utilities, and parking) and construction cost to include any potential Lessor contribution toward build-out.
2. OPERATIONAL FACTORS (60% weight when combined)
a. LOCATION WITHIN DELINEATED AREA (10%). Within the overlap of the market zones / delineated areas of the services involved in the relocation or new office requirement.
b. NEIGHBORHOOD (15%). Overall feel for the neighborhood around the site.
Consideration will be given to proximity of schools, known crime rate for the area, overall level of pedestrian and/or vehicular traffic, and the overall appearance of the neighborhood (i.e. presence of graffiti, vacant buildings, surrounding property upkeep, etc.).
c. EASE OF ACCESS TO BUILDING (10%). Ease of locating the site.
Accessibility from a major street or distance from a major street.
d. LOCATION WITHIN BUILDING (15%). Asses the proposed site’s overall location within the shopping center or building. Is it visible or is it tucked in a hidden corner or on an upper floor?
e. ACCESS TO LEASED SPACE (PASSS/FAIL). This is a simple pass-fail standard. Unrestricted, typically 24-hour, access is generally required for all recruiting offices in order to meet potential applicants at their convenience. Does the space meet the standard?
f. PARKING AVAILABILITY FOR VISITORS (15%). Adequate parking spaces for applicants within a one block walking distance. Cost of convenient parking.
g. PARKING PROXIMITY FOR GOV/POV (PASS/FAIL). This is a simple pass-fail standard. DoD standards maintain that parking should be provided within four
(4) blocks of the recruiting office. Note: Government paid parking for recruiter POVs is not authorized.
h. OVERALL APPEARANCE OF BUILDING (10%). Appearance of the exterior and common areas (parking lots, sidewalks, etc.) of the facility in relation to the general standards for similar properties in the community.
i. COMPATIBILITY OF ADJACENT BUSINESSES (5%). Type of clientele that adjacent and nearby businesses would attract and whether they would enhance or detract from this site as a recruiting location.
j. POTENTIAL FOR SIGNS (10%). Visibility of building and/or roadside signs.
Limitations and/ or Local building code restrictions.
EVALUATION FACTORS (Continued)
k. FLOOR PLAN / LAYOUT (10%). An overall assessment of the efficiency and practicality of the floor plan (i.e., minimal common use areas and unusable space, equal display areas between the services, separate testing areas for each service when possible, adequate space IAW DoD standard).
l. HIGH SPEED INTERNET ACCESS (0%). High Speed internet available at this location.
NOTE: All evaluation factors other than cost or price, when combined, are approximately equal in importance to cost or price.
