About this file

This is a Sole Source Documentation form under FAR Part 12 for a purchase order between $15,000 and $350,000. The document justifies a sole source acquisition for hotel rooms to accommodate participants in the SIU Basic Course #129 during the period of August 15, 2026 through September 12, 2026.

The required service is lodging at the Comfort Inn Stafford, selected based on its proximity to the DEA Training Academy (8.4 miles / 19 minutes) and the Stafford Training Center (450 feet / 4 minute walk). The justification emphasizes that students need convenient access to campus due to recent changes to base accessibility, and the Comfort Inn is the only hotel within safe walking distance of campus amenities. The documentation notes that other local hotels lack sufficient available rooms for SIU students and course counselors, and alternative hotels located along US Route 1 are 9.5-12 miles away without safe pedestrian access. Market research contacted three competing hotels (Quantico Stafford, Day Inn, and an unnamed third hotel), all of which either lacked availability for the specified course dates or could not accommodate the group. The Contracting Officer's determination identifies only one source as reasonably available. The acquisition is marked as a recurring requirement, and the contracting officer certifies that any order placed will be subject to a fair and reasonable price determination.

Brief description of supplies or services required and the intended use: Hotel Rooms for part icipants of SIU Bas ic Course #129

Summary of the facts and circumstances that support the determination that igj only one source is reasonably available to supply the required supplies or services, or D only the specified brand-name items can satisfy the Government's need:

The Comfort Inn Stafford is located 8.4 miles (19 minutes) from the DEA Training Academy and 450ft (4 minute walk) from the Stafford Training Center (STC). This makes it one of the closest hotels to either campus. With recent changes to base accessibility, students require as much time as possible to gain entry to the facility. At present, several core series classes are being held at the Academy and receive priority lodging at the Academy. Therefore SIU classes are often required to be lodged off site. Placing our attendees in the Comfort Inn places them a safe walking distance away from all amenities. This is helpful as the students will receive per-diem and will not have access to the DEA Cafeteria. Other hotels are located off of US Route 1 (placing them 9.5-12 miles away from campus). While still relatively close, they are definitely not a safe walking distance from any of the amenities mentioned. In fact, Route 1 is a major roadway with little to no walkways for safe passage. The Comfort Inn truly is the safest, best option for all attendees.
