Questions and Answers
RFID Scanners
1. QUESTION: What is the purpose of the pricing sheet included in the solicitation and how does it factor into the award process?
ANSWER: The pricing sheet displays the product specs and quantity needed for each product. Vendors may use the pricing sheet or your company’s template to provide pricing.

2. QUESTION: What is the shipping address?
ANSWER: 8701 Morrissette Drive Springfield, VA 22152-1080

3. QUESTION: Where is the National Security Acquisition Risk Assessment questionnaire
ANSWER: The National Security Acquisition Risk Assessment is not required for the order.
4. QUESTION: Will all the readers be shipped to one delivery location? Is the intended delivery address - Springfield, VA 22152, USA?
ANSWER: Yes
5. QUESTION: We noticed that the Statement of Work (SoW) on page 1 specifies that a 2D imager is required. However, the Pricing Sheet does not include an imager. Can you please confirm whether or not a 2D imager is needed? The 2D imager has an impact on the pricing, so we would like to get this information as soon as possible.
ANSWER: 2D imager is no longer required. Please use specs in the pricing sheet to provide pricing.
6. QUESTION: The listed vendor in A02-SOW for RFID Scanners is one of the main distributors of TSL (the RFID scanner manufacturer), and it will be next to impossible for companies like us to even get the pricing they get from the manufacturer. This is because the listed vendor is the distributor for manufacturer products in the USA and has negotiated a favorable pricing structure. If we have to source the same scanners as a value-added reseller
(VAR), then we have to work with the manufacturer’s distributor (i.e., our pricing includes the distributors markup)
Based on this, we believe that other small businesses like us may not get a fair opportunity to submit our bid. We understand that the LPTA process is intended to select the vendor with the lowest price, but this would not be in the best interests of the small business goals that the government is trying to meet.
We would like to suggest that DEA consider making this award a best value and/or multi-awardee contract. This would allow your office to consider other vendors like us, who may offer a better value proposition, including factors such as technical (RFID) subject matter expertise and support. Additionally, making this award a multi-awardee contract would also increase opportunities for other small businesses.
ANSWER: The required brand and model is listed in the RFQ. The Government intends to issue a 1-year single purchase order to the eligible, responsible Offeror based on Lowest
Price Technically Acceptable (LPTA). This is Brand Name Only requirement.
7. QUESTION: Can DEA confirm if the vendor listed in A02-SOW for RFID Scanners is an incumbent vendor or has been supporting with this requirement?
ANSWER: The vendor listed in the A02 SOW was used for testing purposes. This is a new requirement, there is no incumbent.
