Statement of Work

National Youth Summit Tour with the Mark Wahlberg Youth Foundation

Introduction:

Over 64,000 lives were lost in 2016 from prescription drug and opioid misuse. The opioid epidemic is one that continues to grow at an alarming rate and one that is reaching every level of society. Now is the time to conduct an aggressive education and prevention effort geared toward the demographics most significantly affected: youth and their families. This epidemic is a nationwide affliction that spares no demographic. Public health officials refer to the opioid epidemic as the worst drug crisis in American history. It is critical to bring the public into the solution, rather than merely being victims.

Addressing this crisis requires action on multiple fronts. Law enforcement must crack down on cartel driven smuggling of heroin and the pill mills that provide drugs to addicted individuals; treatment and recovery organizations must reach and assist the abusers and help them into recovery; and there must be effective and pro-active education and awareness efforts to prevent more people from falling victim to opioid addiction.

A Youth Summit program, including the viewing of the Mark Wahlberg Youth Foundation's movie

"If Only" and subsequent discussion, as well as a resource-laden website is a powerful way to engage and educate youth to the harmful and deadly effects that opioid addiction can bring. This effort is based on the successful youth Summit held as part of the DEA 360 Strategy in March 2017 in

Manchester, New Hampshire. The vendor shall work with DEA and other co-sponsors to create and produce a series of six youth Summits on opioid awareness in target communities that align with the

DEA 360 Strategy. The vendor shall work with DEA' s 360 Strategy pilot cities to host these educational Summits and save lives. This youth Summit tour shall be comprised of six cities total, with the events to be produced over a one-year period, starting in May 2018 and concluding in May

2019.

Community Outreach Target Audience:

One of the most vulnerable demographic groups to opioid abuse is our youth. To best address this target audience the Drug Enforcement Administration (DEA) shall work with the Gavin Foundation and the Mark Wahlberg Youth Foundation which shall create, organize, and produce a series of half day Summits with the objective of educating and dissuading middle school (7th and 8th Grade) and high school students from misusing prescription pills. Additionally, the vendor shall create a companion website enabling local parents and teachers to view the event program and download valuable information on the subject.

Locations:

A Youth Summit shall be hosted in the following six cities and comprise this national tour:

1-Salt Lake City, Utah

2-Philadelphia, Pennsylvania 3-Charleston, West Virginia 4-Louisville, Kentucky 5-Dayton, Ohio 6-Baltimore, Maryland

The order of the Summits shall be determined by the vendor in coordination with DEA Community Outreach and the local DEA field division.

Tasks:

DEA requires a vendor or partners of the vendor who are experienced with effectively working with various types of communities in different areas of the United States to accomplish a series of specific tasks. These Youth Summits on Opioid Awareness are comprised of the following seven elements.

Task A-Program Management: The vendor shall manage this effort to ensure the Youth Summit program consists of four distinct segments:

1) The viewing of the Mark Wahlberg Youth Foundation short film "If Only" on the dangers of prescription pill misuse;

2) Engaging presentations from stakeholder speakers; from parents who have lost a child, to the local DEA Special Agent who is on the front lines, to a professional athlete that lost their career or more to addiction;

3) Remarks from prominent elected officials which address the epidemic and their commitment to find solutions for it; and

4) A town hall meeting-style discussion on the issue of opioid addiction featuring a public health representative, family members who have lost someone to opioid addiction, youth and young adults recovering from opioid addiction, and a medical professional that deals with patients who have misused opioids. This program segment shall also enable the students to ask questions of the panelists. Each Youth Summit shall be emceed by a local celebrity radio or television personality.

High-level Administration participation shall be requested as part of efforts to combat the opioid epidemic through prevention education as outlined in the recent report from the President's Opioid Commission.

Task B-Outreach and Student Recruitment: Based on the vendor's extensive experience mobilizing youth, local student/ school recruitment shall be conducted through the creation of a micro-website where teachers and schools sign up their students to attend. School/ teacher outreach shall be done via e-mail using school lists provided through the State Department of Education. Depending upon the selected venue for each Summit, each school shall be allowed to send student delegations of up to

50 students/ teachers. It is recommended that there be one adult/ teacher chaperone for every 10 students who attend the Summit.

Task C-Program Website: The program website for the youth Summit tour (www.drugfreeisuptome.com) shall serve six functions:

1) Facilitate school/ student registration for each Summit;

2) Provide Summit program and logistical information for participating schools;

3) Host videos featuring local stakeholders that discuss addressing the local epidemic;

4) Provide downloadable materials for both the webcast and for parents to speak with their children about avoiding prescription drug misuse;

5) Link to the teaser trailer for the film, "If Only"; and

6) List available local prevention, treatment, and law enforcement resources on opioids.

Task D-Coalition Building: Each Youth Summit shall be built around a coalition of local education, public health, and youth organizations in each of the six communities. Entities such as the State Department of Education; State Department of Public Health; the State's interscholastic athletic associations; the State's secondary school administrators' associations; State Teacher Associations;

recovery organizations; youth organizations; and others shall be recruited into the effort. A breakfast briefing shall be conducted to enlist their active involvement and promotion of the Summit early in the preparation process.

Task E-Media Partnerships: The vendor shall seek to establish a media partnership with local area media outlets to magnify the reach of each Youth Summit. A successful media partnership shall livestream the youth Summit via a local stations' website, and produce a 1-hour television special on the Summit which airs 48 hours after the Summit with a Facebook Live broadcast component. The goal of this media partnership is to bring each Youth Summit to as many youth and their parents, caregivers, and teachers as possible - beyond the fixed number that could attend the event in person.

Task F-The Summit: The successful organization and production of each Youth Summit requires coordination on a number of fronts. The Youth Summit involves sixteen operating centers: 1) Bus Transportation coordination; 2) Registration and event information; 3) Exhibition Area for local prevention, treatment, and civic organizations; 4) School Recruitment; 5) Program Production; 6) Audiovisual Production; 7) Stakeholders Reception; 8) Parent Program Participation Coordination; 9) Video Production; 10) Streaming; 11) Media Relations; 12) Program Participant Coordination; 13) Volunteers; 14) Materials development, printing, and distribution; 15) Security /Medical; and 16)

Management and Administration. The vendor shall manage all of the aforementioned logistical operating centers and execute each Summit.

Task G-Post-Summit Reports: A wrap-up report shall be compiled for DEA following each Youth Summit to document media coverage, reach of the streaming broadcast, school participation details, stakeholder and exhibitor feedback, and present recommendations to enhancing the operation and impact of future Youth Summits. The Post-Summit Report shall be delivered to DEA within 30 days of the conclusion of each Youth Summit.
