D17RI00102 Case Management System for Investigations

REQUEST FOR INFORMATION

D17RI00102

CASE MANAGEMENT SYSTEM - INVESTIGATIONS

Department of the Interior

Office of Inspector General

1.0 Description

1.1 The Department of the Interior, Office of Inspector General (DOI OIG) is seeking information on how an interested contractor could provide commercial software and technical skills for a Case Management System for Investigations. Integration of information from the current system to the new system would have to be completed. The software would have to be 508 compliant. If a solicitation were to be posted in the future, a potential contractor and employees would have to demonstrate technical proficiency, any applicable certifications, and be able to provide required security clearance documentation. Potential Place of Performance is Herndon, Virginia.

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DOI OIG is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. FAR 15.201 https://www.acquisition.gov/far/html/Subpart%2015_2.html

2.0 Background and Security

2.1 Background: DOI OIG is seeking information on an automated case management system (CMS) that includes computer based graphical user interfaces (GUIs) for managing investigations, complaint intake, projects and evidence. There would be approximately 100 users of the system.

It would provide a library for system documentation including technical aspects, Application Program Interface (APIs), policies and procedures, system development activities and plans, and backup and restore methods and procedures. The system must include a reporting client to allow for statistics tracking, data-analysis and robust information reporting.

2.2 Security Requirements: The overall CMS must be able to operate in the existing Microsoft Active Directory OIG environment with consideration of OIG and Department of the Interior (DOI) network security protocols. The CMS is expected to operate in a FISMA Moderate environment and have the ability to be configured to restrict user access to sensitive information (grand jury/internal affairs investigations) and create and assign different account types and access levels based on OIG staff roles and responsibilities. Ability for the CMS to support existing DOI Personal Identity Verification (PIV) Cards as a form of user identification and authentication is critical; this ability should be through standard integration with OIG’s existing Single Sign On

(SSO).

All users and developers would be required to be U.S. Citizens with a current background investigation/security clearance. All information for CMS and all documentation would be required to be handled in a safe and secure manner including maintaining all imposed restrictions for computer access, security provisions, document safeguards, and to be maintained with proper handling procedures including post performance provisions restricting divulging sensitive/secure information. Compliance with Homeland Security Presidential Directive 12 (the Common Identification Standard for Federal Employees and Contractors), commonly known as HSPD-12, would be required.
