REQUEST FOR INFORMATION

D18RF0008

Department of the Interior

Office of the Inspector General

Background

The U.S. Department of the Interior (DOI) Office of Inspector General (OIG) seeks information on high-quality video production.

The video will capture the key messages that we currently provide in live outreach presentations given to employees of DOI and recipients of its funds and resource leases. The video will provide a brief standard introduction that can be used in a live class, as well as an alternative to the live class to allow us to reach a broader audience to prevent wrongdoing and mismanagement in DOI and ensure accountability for taxpayers and the American public.

Audience

The audience for the video is federal Government employees (particularly DOI) and recipients of

DOI funds and resources (i.e., contractors, grant recipients, and holders of leases for DOI lands and resources).

DOI’s employees and fund recipients work to implement a broad mission to protect and manage the Nation's natural resources and cultural heritage; provide scientific and other information about those resources; and honor its trust responsibilities or special commitments to American

Indians, Alaska Natives, and affiliated island communities.

In fulfilling this mission, DOI and its contractors, grantees, and lease holders produce energy;

provide mineral and grazing permits; manage Indian schools; conduct scientific studies; restore habitat; manage the extensive network of national parks; and ensure clean water supplies in the arid West; among many other responsibilities. Many DOI employees are drawn to the agency due to a deep concern for the mission.

DOI operates in 2,400 locations throughout the country and U.S. territories; it’s nine technical bureaus include:

• Bureau of Indian Affairs

• Bureau of Land Management

• Bureau of Ocean Energy Management

• Bureau of Reclamation

• Bureau of Safety and Environmental Enforcement

• National Park Service

• Office of Surface Mining Reclamation and Enforcement

• U.S. Fish and Wildlife Service

• U.S. Geological Survey

The Office of Inspector General is an independent oversight agency within DOI with dual reporting responsibility to Congress and DOI. Our mission is to provide independent oversight and promote excellence, integrity, and accountability in the programs, operations, and management of the Department of the Interior.

Most audience members will know little about the Office of Inspector General, or specific steps to detect, deter, and disclose wrongdoing. Audience members will include contractor officer representatives or grants officials who are responsible for reviewing contract documentation and ensuring the government receives what it paid for; it may include human resources officials responsible for ensuring ethical hiring practices; new employees unfamiliar with what can go wrong as well as more seasoned employees who may not be aware of the OIG. We will want the video to appeal to their sense of duty to the mission, their fellow employees, and the organization as a whole, their own integrity, and the well-being of their families and friends, and their power to act, even if the action is a disclosure.

Goal

The goal of the video is to engage audience members in deterring, detecting, and disclosing wronging and mismanagement in Government workplaces, activities, and operations.

While we do not have a measurable objective in attaining the goal, anecdotally successful briefings have resulted in additional complaints to the OIG hotline and requests for additional briefings to new audiences or tailored briefings.

Length, Key Messages, and Tone

We would like to have an approximately 25 to 40 minute video, including about a 5 to10 minute introductory section that might be used as a stand-alone standard introduction to a live class. We want the audience to walk away with the following messages (or a version of these):

• There is a lot at stake when wrongdoing and mismanagement occur at DOI or with DOI funds.

• The audience is the first line of defense again wrongdoing and mismanagement. Their actions matter, and no action is too small.

• They have a right and responsibility to disclose wrongdoing to the OIG and cooperate with us on on-going audits and investigations.

We want the tone to be professional and somewhat authoritative—in particular about the types of wrongdoing and their consequences--but also to be encouraging in helping the audience to see themselves as viable partners and participants in deterring, detecting, and disclosing wrongdoing.

Content

Topics covered may include: ethics in public service; fraud awareness and prevention; and the

OIG as one of several resources. Emphasis on DOI programs and bureaus (e.g., National Park

Service, Bureau of Indian Affairs, Fish and Wildlife Service) will help to relate the material to

OIG’s intended audience.

The video will use OIG work (audits and investigations, primarily) to demonstrate the individual, organizational, and mission impact of wrongdoing and mismanagement and what the audience can do to deter, detect, and disclose wrongdoing and mismanagement. The video will also provide relevant information about OIG and other relevant resources available to audience members.

We will seek input on the visual content of the video but imagine that there may be a mix of videography, still photos, limited slides with relevant information, and interviews.

RFI Purpose

The purpose of this RFI is to gather information about the qualifications of contractors who perform video production services, their approach to developing and producing a final product that meets OIG requirements, and any special services that may be provided to enhance the quality of outreach product developed.

Description of Services

Specific tasks may include some, or all, of the following:

• Participate in a kick off meeting to discuss roles and responsibilities and general timeframes. Come prepared to that meeting with a set of questions for OIG to answer to help guide the contractor in preparing estimated timeframes for completion and tasks necessary to complete a quality product.

• Provide an estimated timeframe for completion of the project as envisioned, including estimates of time required by OIG personnel to ensure adequate planning on the government side to avoid unnecessary delays.

• Participate in video project planning meetings. Report to and consult with OIG regularly throughout all phases of pre-production, production, and post-production.

• Understand OIG audits, cases, and other work—as identified by OIG--to provide input and guidance on impactful ways to use this work to support messages with relevant details, visuals, and other means to connect with a broad audience.

• Create outlines, scripts, and storyboards, gathering essential background information in consultation with OIG.

• Plan and stage video shoots as needed. Scout for locations or shots to meet project needs, or suggest stock footage from contractor’s or DOI’s already existing available footage.

Schedule shoots to accommodate availability of the subject(s), location(s), and other elements.

• Shoot videos of interviews or presentations, planning shoots to capture information and express it in a compelling way.

• Perform post-production editing, including sound, text overlays or inserts, stock scenes, animations, and/or narration.

o Provide estimated hours to complete final editing.

o Provide estimated hourly rate for edits if—due to unanticipated changes made by

OIG—editing goes over estimated hours in contract.

• Provide OIG will full final control over the content to ensure the messaging is delivered as intended.

• Deliver a high-resolution, high-quality digital video for distribution via DVD or on OIG’s website. Provide OIG a full HD master of the final version of the video and the complete video project files for unrestricted use by OIG (i.e., Final Cut project files). Provide ## copies of the DVD custom-labeled for distribution by OIG.

• Provide input on whether we will need to obtain the video in different formats or resolution to be delivered through different media (e.g., WebEx with live session to follow; in-room presentation run by OIG or non-OIG instructor; on our website). (Many sites at which we present may be at more remote locations with slower access to the internet that may inhibit streaming or downloading).

• The primary focus will be on developing a generic video that will appeal to a broad audience. Depending on cost, schedule, and length, there may be options added to produce additional segments that for more specific audiences (e.g., contracting officer representatives; grant officials; grantees; human resources officials; National Park superintendents; new political appointees).
