Number Questions Answers
1 Can companies outside the US apply for this?
Anyone can submit a response to the RFI (Request for
Information)
2 Would people have to meet in person? Yes.
3 Can tasks be performed outside the USA?
Any future work requirement would have to meet the required standards in a Statement of Work.
4 Can proposals be submitted via email?
At this time, only a response to the RFI is requested from interested parties. It must be submitted via email per the RFI.
What would be entailed to meet 508 compliance?
https://section508.gov/ can provide additional information on 508 compliance.
Do the Reps and Certs stating SB, etc. need to be included or just a statement of size, etc.?
Please just state the size category of your business and any set aside eligibility. An official sam.gov Reps and
Certs is not required.
7 Can animation aspects be bid separately?
It is unknown what if any animation will be used. It is intended that any requirement will be solicited to be awarded to one company and the requirement not split apart. To give OIG an idea of what costs animation might entail--how much it would add or what portion it would make up of the complete bid--at this RFI stage, you may provide an estimate of what the cost is for animation per second or per minute.
8 Are there evaluation factors available?
This is a RFI only, no evaluation factors are being provided at this time.
9 Are Canadian companies able to bid on this?
This is a RFI only. If a requirement is developed and a company meets the standards required in a future
Statement of Work, then the company would be able to place a bid.
Is there an incumbent production company for this work? No.
If this becomes an RFP will there be a set aside?
This is a RFI to gather information for a possible requirement.
Will there be travel to do interviews, outside of the DC area? No.
Will there be a need for actors to do scenarios or is this a primarily an interview driven video?
We do not anticipate actors to do scenarios. We anticipate it would be a mixture of interviews with OIG and/or DOI employees, video footage that is scenery based or otherwise relevant, limited graphical slides, music.

Will there be a script presented or will the vendor be responsible for a script?
We intend to provide a script. We would seek vendor feedback on the script for a video format, since our script is intended to be delivered live and may need to be adjusted. OIG would take the feedback at its discretion to ensure that our messages are accurately
Will only the companies responding to the
RFI be given the opportunity to respond to
This is a RFI to gather information for a possible requirement, including a possible acquisition strategy.
Will there be a question and answer period for a future RFP? Yes.
17 Does the final version need to be in final Yes.
18 Will there be a set aside?
This is a RFI to gather information for a possible requirement, including information for a possible acquisition strategy.
19 What GSA Schedule will be used?
This is a RFI to gather information for a possible requirement, including information for a possible acquisition strategy.
20 Is there funding/budget information No.
What is the demographics of the audience, e.g. how many feds, employees, grant recipients, lease holders, etc.?
The video is intended to be shown primarily to federal employees, and primarily DOI employees. The DOI employees will oversee other employees, grant recipients, lease holders, etc. There are 70,000 DOI employees, but generally it is shown in classes of about
25 to 30, or fewer.
Will there be pre-existing briefings shared with the vendor for situational awareness?
It is anticipated that we may use standard briefings that we give live and can share them with vendors.
How/when will the government determine the final length of film?
We will determine the final length before we issue the
RFQ, but it may be with a five minute range (e.g., 30 - 35 minutes). We may structure the contract to add options for additional time if it is determined it is necessary.
Does any other bureau or agency have to approve the film? Only OIG has to approve the film.
How will documents used in the film be provided to the vendor (pdf, Word, Google
Docs)? Will the vendor be required to edit, proofread, copy write or design documents for the film?
OIG can provide documents in multiple formats, including PDF, Word, Google docs, powerpoint, InDesign. We would seek feedback on the design to ensure that our messages are conveyed in the most effective manner. We have writer-editors that can proofread and copy write, but no in-house visual design expertise, although we have been self-training and have some limited ability. We will likely issue an RFQ with a script and sample slides, with vendors proposing a mix of interviews, still photography, b-rolls, and designed slides. We do not intend to prescribe the mix.
Will the government be providing b-roll, still photography and prerecorded audio/visual interviews and slides to the vendor? How much b-roll will be provided? Or will the vendor be responsible for acquiring all of the original video interviews, b-roll, photography and slides?
We will not be providing interviews -- we would require the vendor to record interviews. We also imagine that the vendor could provide limited clips of an OIG employee providing a presentation live for a portion of the footage. DOI has extensive b-roll and photography that is available for public use, and we believe OIG and the vendor could find adquate footage among what is available. For example, see:
https://www.fws.gov/video/, https://www.nps.gov/media/multimedia-search.htm.
OIG does not have its own b-roll and has limited photography (of OIG as an organization). We also have slides but would seek feedback on the design to ensure that our messages are conveyed in the most effective
Will the kickoff meeting happen onsite at the government’s location or can it be conducted via video or teleconference? We would prefer it be in person for the kickoff.
How frequent will the government like to meet with the vendor? Weekly, biweekly, monthly? Will these meetings happen onsite at the government’s location or can they be conducted via video or teleconference?
We anticipate setting a schedule at a work planning meeting with the vendor, in consultation with the vendor. We anticipate the meetings would be biweekly at the most frequent, but no less than monthly. After the kickoff, they could be conducted via video or teleconference if the vendor has sufficient technology/ access to technology to allow for productive discussions to make progress on the project.
Will the vendor be responsible for script generation? If so, will there be any documentation, like a base outline for example, that will give the vendor something for reference to further build out the script?
We have several (related) scripts as a starting point. We do expect the vendor to provide feedback and suggestions on how to tailor it to convey our messages effectively in a video format.
Will the film require a soundtrack? How much text will need to be inserted in the film? How many stock scenes will need to be purchased and licensed? How many animations will need to be created to support the film?
Yes a soundtrack is a critical part of the success of this video. We anticipate that it will be a lot of voiceover and some interviews, with music added at certain parts for additional impact. We are seeking vendor input on the appropriate amount of text to include. We do not anticipate needing to purchase stock scenes since DOI itself has extensive video footage and photography available in the public domain. We do not anticipate there would be animations but if the vendor believes animations would help to convey the message, at this
RFI stage, the vendor may include details about how much additional cost animations add to their quote and how they might be used.
The industry standard is usually two rounds of review for client approval. Will this model work for the government, especially considering there are so many stakeholders?
The OIG is a small organization with about 260 employees and 6 executives. Two of those executives
(the Chief of Staff and Deputy Inspector General) will have the ultimate approval authority over the video.
While the audience for the video includes many stakeholders, the messages are determined solely by the OIG. Additionally, we already have an approved presentation/ messages that are delivered live by OIG employees so we do not anticipate that the approval would be more complicated than in other productions.
We would require up-front buy-in, before production, about what will be included and what footage/ interviews/ slides/ photography will convey the messages to ensure they are delivered accurately and
