PERFORMANCE WORK STATEMENT (PWS)

NAVAL OCEANOGRAPHIC OFFICE

(NAVOCEANO)

OCEAN FLOOR MAPPING WITH LONG-ENDURANCE UNMANNED SYSTEMS

June 3, 2026

1.0 BACKGROUND:

The Naval Oceanographic Office (NAVOCEANO) collects, processes, and databases a wide variety of high resolution, ocean floor mapping data.

While a primary purpose is to support Safety of Navigation (SoN) for Fleet operations, the data are also utilized in a variety of other products that provide improved situation awareness for the Fleet.

The US Navy has a need globally for additional ocean floor mapping data in many ocean regions but does not possess the capacity to collect this information in a timely manner using the current portfolio of survey platforms. This request aims to enhance mission effectiveness by shifting tasks traditionally performed by government-owned, manned platforms, to obtain services that incorporate contractor-owned long-endurance Unmanned Surface Vehicles (USV).

2.0 OBJECTIVE:

The objective is to enhance operational efficiency and personnel safety by employing a Contractor-provided autonomous maritime solution for hydrographic data collection. The Contractor shall use a USV, equipped with a multibeam sonar system to gather and manage a minimum of 2000 linear nautical miles of International Hydrographic Organization (IHO) Order 1a compliant survey data per month. This data must be protected with end-to-end encryption. The system must also provide a remote interface over the Non-classified Internet Protocol Router Network (NIPRNET) for real-time monitoring and interaction by NAVOCEANO Subject Matter Experts (SMEs)

3.0 SCOPE:

The Contractor shall provide a comprehensive, contractor-owned, contractor-operated, government augmented (COCOGA) service using long-endurance USV to perform high-resolution ocean floor mapping. The primary goal is to increase the volume of quality hydrographic information in diverse and remote maritime environments, reduce operational risk to personnel, and enhance overall mission effectiveness. The contractor must have current capability and experience to conduct long-endurance USV survey operations in all mission profiles described in section 3.1:

3.1 Mission profiles

3.1.1 Bathymetric Survey (200m to full ocean depth)

3.1.2 Seamount Survey (vessel draft to ~4000m)

3.2 Operating Model: Contractor Owned, Contractor Operated, Government Augmented

N0018926RL0210001

(COCOGA)

3.2.1 The contractor provides all equipment required for the execution of mission requirements.

3.2.2 The contractor provides preventative and emergent maintenance for all equipment required for the execution of mission requirements.

3.2.3 The contractor is responsible for all coordination associated with survey operations.

3.2.4 The contractor is responsible for planning and executing all logistical, regulatory, and operational coordination required for the successful completion of survey operations. These responsibilities include, but are not limited to:

3.2.4.1 Arranging for all port services, pier support, customs, and resupply.

3.2.4.2 Ensuring compliance with all applicable international maritime law, flag state regulations, and local authorities.

3.2.4.3 Deconflicting survey plans with other maritime traffic.

3.2.4.4 Serving as the primary liaison with all third-party entities necessary to conduct survey operations.

3.2.5 The contractor is responsible for all safe mobilization, integration, mission planning and daily operations.

3.2.6 The contractor is responsible for processing the resultant data to meet mission requirements and delivering said data in a timely manner.

3.2.7 Government Augmented tasks may include government participation during planning and execution phases.

3.2.8 Government Augmented tasks may include government performing all data processing.

3.2.9 The specific roles and responsibilities, including the extent of Government augmentation for any given mission, will be defined and mutually agreed upon during the Preliminary Mission Review (PMR) and documented in the Plan of Action (POA).

The briefing materials for this review shall be delivered in accordance with CDRL A003.

4.0 PERIOD OF PERFORMANCE:

The period of performance associated with this PWS shall be for a 24-month ordering period.

5.0 PLACE OF PERFORMANCE:

5.1 Geographic Location (OPAREA)

The primary Operational Area (OPAREA) encompasses the international waters of the Indian Ocean and Pacific Ocean Basins, well beyond U.S.

territorial boundaries. Operations may occur across diverse maritime environments, ranging from high-latitude regions to equatorial waters. The Contractor must ensure all deployed assets are configured to operate in the varying sea states, thermal gradients, and atmospheric conditions characteristic of these oceanic basins. Specific mission locations will be identified by the Government at the Task Order level.

5.2 Remote Service Delivery

While physical data collection occurs at sea, the performance of the service (mission management, piloting, and data delivery) is conducted remotely.

The Government shall access all mission outputs via a secure online platform provided by the Contractor, maintaining near-real-time capability for mission monitoring and data transmission throughout the performance period.

5.3 Areas of Interest (AOI) & Duration

For each task mission, the Government will designate specific Areas of Interest (AOIs), estimated to encompass approximately 100 nm. The specific geographic coordinates and Mission Start Dates will be mutually agreed upon under separate cover. The performance period for each individual survey task mission is estimated to be no less than 25 days.

6.0 TASKS REQUIREMENTS:

The Contractor shall provide the Naval Oceanographic Office (NAVOCEANO) with collection of high quality, accurate, and timely data by use of USVs to support various functions, provide greater agility, effectiveness, and efficiency in meeting the demands of fast-changing and complex environments.
