About this file
This document is a Statement of Work (SOW) for a service contract renewal for multiple Bruker Magnetic Resonance Imaging (MRI) systems used by the National Institute of Neurological Disorders and Stroke (NINDS) at the National Institutes of Health (NIH) in Bethesda, Maryland.
The SOW requires the contractor to provide hardware and software maintenance services for three Bruker MRI consoles, including phone support, on-site service by OEM certified technicians within 3 business days, emergency service, and provision of OEM certified replacement parts at no additional cost. The scope of work also includes requirements for cold head service, software updates, and technical documentation. The period of performance is a base year from 9/25/2024 to 9/24/2025 with four 12-month option periods. The government will provide the contractor access to the equipment and cooperate to enable efficient service. The contractor must treat all experimental research data and information as confidential.

GENERAL INFORMATION
Service Contract Renewal for Multiple Bruker Magnetic Resonance Imaging Systems
The facilities operating the NIH preclinical MRI magnets needs a service contract for hardware and software maintenance on their magnetic resonance imaging (MRI) systems. These preclinical MRI systems are used for scanning laboratory animals to support ongoing experimental research studies. It is imperative that the scanners are functioning properly and consistently to ensure the validity of data. A service contract minimizes downtime so there is no disruption to ongoing studies.
The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Institute of Neurological Disorders and Stroke (NINDS) mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease. This project originates from the NIH Mouse Imaging Facility (MIF) in the intramural program of the National Institutes of Neurological Disorders and Stroke (NINDS), National Institutes of Health (NIH) in Bethesda, Maryland. The MIF began operation in 1999. MIF is a shared resource that provides state-of-the-art facilities for research in development and application of magnetic resonance imaging (MRI) and magnetic resonance spectroscopy (MRS), X-Ray computed tomography, bioluminescence, ultrasound and other animal imaging techniques. The facility resources are accessible to all investigators at NIH. Further, MIF provides technical and material support for research activities conducted within the lnVivo NMR Research Center.

General Requirements:
Specific Requirements:
SCOPE OF WORK
Independently and not as an agent of the Government, the contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the specific requirements listed below:
1) Consoles Covered:
a) The NMRF-MIF has two consoles covered by this service contract, including the 14T Bruker Microimaging MRI (System ID 432152) & the 9.4T Bruker BioSpec MRI (System
ID 421655).
b) The LFMI has one console: 11.7T (System ID 10268656)
2) All modern Bruker probes should be covered including the mouse cryocoil systems that operate on the 9.4T and 11.7T systems and their associated cryogenic systems.
3) The CryoCooler for MIF’s 9.4T Bruker BioSpec shall be covered by this service contract.
The CryoCooler is composed of a cold-head and a compressor, which are both needed to be working continuously, or there is a risk of destructive quenching of the magnet.
4) Contractor shall perform at least one cold head service for this system (System ID 421655).
The service will include the required magnet de-energizing and re-energizing and any required cryogens. Following the service, the magnet must meet the manufacturers specifications for field, homogeneity, and drift.
5) Contractor shall provide phone support from an original equipment manufacturer (OEM) certified technician within 1 business day to resolve any equipment problem (s). After it has been determined the problem(s) cannot be resolved through phone support, on-site service shall be provided by a certified technician within 3 business days.
6) Contractor shall provide emergency service. Time to arrive on site remains the same as for Service, however, completion will be based upon mutual agreement of the parties to set a firm completion date if the timeframe exceeds 4 weeks and discussions on labor, parts and cost. Contractor must respond within 2 business days for emergency service.
7) Contractor shall furnish all required OEM certified replacement parts at no additional cost to the Government.
8) The contractor shall provide coverage for the consoles included in the equipment identified above. All possible efforts will be taken to make the delay a bare minimum in the event of such interruptions.
9) The service shall include email and telephone support during office hours.
10) The contractor shall maintain an inventory of parts for use in service. In those situations where the console is not operational, repair parts will be shipped using overnight carrier services at the contractor’s cost. After repairs are complete, defective components will be shipped back at the expense of the contractor.
Key Personnel:
Confidentiality of Information:
11) If replacement parts are required, they will be provided readily without delay on an exchange (refurbished) or a new part basis. All parts will be warranted one year after installation. Additional materials necessary for engineering changes that are developed and mutually determined to be appropriate for the scanner will be provided.
12) As Bruker releases software updates for formally licensed Bruker applications, updates must be provided as soon as possible. Software defects or other significant problems will be corrected as soon as possible through effective, mutual, communication regarding the steps taken or plan to take to repair the instrument.
13) An operator’s manual and technical documents shall be provided for all hardware and software.
GOVERNMENT RESPONSIBILITIES
The Government will provide contractor personnel reasonable access to the equipment for the required service repair. The Government will cooperate with contractor personnel so that service can be performed efficiently and without interruption. The contractor shall be allowed use of Government equipment which Contractor personnel deem necessary to perform the services.
The Government will not be obligated to pay any federal, state, or local tax imposed upon or measured by contractor’s net income.
OTHER CONSIDERATIONS
The contractor will be responsible for all travel.
The contractor will be responsible for ensuring that the personnel assigned for service have the technical competence required to complete the service within a reasonable time and maintain the equipment at peak factory performance. Service personnel need to be certified by the Original Equipment Manufacturer (OEM).
The contractor will treat all experimental research data and information from NIH as confidential. All confidential information the contractor has access to during the performance of this contract shall not be used, disclosed, or made known in any manner to any persons without the prior written consent of the contracting officer.
