PERFORMANCE WORK STATEMENT (PWS)
Closed circuit television security system for Building 1600
PART 1
GENERAL INFORMATION
1.
GENERAL: This is a non-personal services contract to provide inspection and maintenance of a Closed circuit television (CCTV) security system for Building 1600. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, materials, supervision, and other items and non-personal services necessary to perform inspections and maintenance of the (CCTV) security system for building 1600, Marine Corps Logistics Base Albany, GA. Services include quarterly inspection and maintenance of the system to ensure proper system operation as defined by this PWS.

1.3 General Information 1.3.1 Recognized Holidays: The contractor shall not schedule services to be performed on holidays unless coordinated in advance with the Government.

1.3.2 Hours of Operation: The contractor shall schedule work to be performed between the hours of 0700 and 1600 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Federal Holidays shall be defined as the current 11 federal holidays set by law under U.S. Code Title 5 Section 6103. This shall not apply to Executive Orders that declare certain days or portions of days of the year to be Holidays for Federal employees only.
1.3.3 Place of Performance: The work to be performed under this contract will be performed at Marine Corps Logistics Base, Albany GA, Building 1600.
1.3.4 Security Requirements: For base access, the contractor shall ensure all employees complete DD Form 1172, Application for Uniformed Services Identification Card (DEERS) Enrollment, if required for performance determined by the Contracting Officer.
1.3.5 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured. Government personnel must be present at all times when Contractors are onsite.
1.3.6 Special Qualifications: The Contractor shall demonstrate knowledge, skills and possess adequate experience and certifications needed for maintaining CCTV Security systems for government entities.
1.3.7 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, engaging in email correspondence and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractor personnel shall obtain and wear badges that are in view at all times.
1.4 Safety 1.4.1 Mishap Reporting: Marine Corps Logistics Command (LOGCOM) is in the process of pursuing OSHA Voluntary Protection Programs (VPP) recognition, or has already received VPP recognition from OSHA. VPP affects all applicable contractors operating on site. It is the contractor's responsibility to ensure its employees and managers are in full compliance with OSHA requirements and have a general understanding of VPP. All contractors, whether regularly involved in routine site operations or engaged in temporary projects such as construction or repair, must follow the safety and health rules of LOGCOM. Detailed information on VPP is available on the OSHA website at http://www.osha.gov/dcsp/vpp/index.html. The contractor shall comply with commercial safety standards as identified by the Occupational Safety and Health Administration. The contractor shall comply with all Federal, State, Department of Defense (DoD), Navy, Marine Corps (MC), and local rules and regulations to include but not limited to Occupational Safety and Health Administration (OSHA) Standards, National Fire Protection Association (NFPA) Standards, Navy Marine Corps Directive (NAVMC DIR) 5100.8, Marine Corps Order (MCO) 5100.8, and MARCORLOGCOMO (LCO) 5100.8.

1.4.2 Additional Safety requirements 1.4.2.1 Applicable Contractors: These requirements apply to contractors, subcontractors, and their employees or agents.
1.4.2.2 Within one (1) hour of any mishap or incident resulting in personal injury (OSHA recordable) and/or significant property damage while performing work authorized by this contract, the contractor shall notify the following:
The activity’s Safety Representative – Joe Carson - 894-9868 The Contracting Officer; GySgt. Jason Alexander, 639-6787 LOGCOM Environmental, Health and Safety (EH&S) office. A written report of the mishap/incident shall be sent within 24 hours to EH&S. The Government point of contact is Kathy Berry at 229-639-6284 or email kathy.berry@usmc.mil.
1.4.2.3 Mishap notifications shall contain, as a minimum, the following information:
Contract Number, Name of Company, and Name and Title of Person(s) Reporting
Date, Time, and exact location of accident/incident
Brief narrative of accident/incident (Events leading to accident/incident)
Cause of accident/incident, if known
Estimated cost of accident/incident (material and labor to repair/replace)
Nomenclature of equipment and personnel involved in accident/incident
Corrective actions (taken or proposed)
Other pertinent information
1.4.2.4 Contractor must fully cooperate with LOGCOM safety personnel during safety inspections of the workplace and inspections of required documentation.
1.4.2.5 Safety requirements listed in this package that do not relate to the contractor’s operations or services may be waived by the Contracting Officer. Objections made by the contractor must be reported to the Contracting Officer within 10 days of contract award. Objections will be considered on a case-by-case basis.
1.4.2.6 Smoking and the use of tobacco products is allowed in designated areas only.
1.4.2.7 All vehicle operators and passengers of contractor and privately owned vehicles are required to wear seatbelts while their vehicle is in operation on the installation and/or performing work under this contract. The use of seatbelts is also required on all mobile construction equipment operating on the installation and/or performing work under this contract.
1.4.2.8 All vehicle operators and passengers are prohibited from using a cell phone, personal digital assistant (PDA), or Blackberry™, unless the vehicle is safely parked or the operator is using a hands-free device. The use of portable headphones, earphones, or other listening devices (except for hand-free cell phones) while operating a motor vehicle is also prohibited.
1.4.2.9 Should an accident occur and in the event the US government investigates the mishap, the contractor and subcontractors shall cooperate fully and assist government personnel during the investigation period. Instructions pertaining to the assistance required from the contractor in support of an investigation and the point of contact of the LOGCOM safety personnel involved in an investigation will be provided by the government representative.

DEFINITIONS & ACRONYMS

Definitions and Acronyms Acronyms and Definitions. The contractor shall obtain Acronym Descriptions and Definitions from the following website: https://www.dtic.mil/doctrine/dod dictionary/. For any unique term or acronym in this document not found at the site, the Government will provide the definition or description upon request.
PART 3
SPECIFIC TASKS
3.
Specific Tasks 3.1 Basic Services: The contractor shall maintain the closed circuit system comprised of motion detectors, cameras, monitoring and recording system. Cameras record building entries and exits as well as inventory locations and areas for unpacking and packing weapons.
3.1.1 Inspection and Preventative Maintenance: To ensure continued proper system operation, the contractor shall conduct quarterly inspection and preventative maintenance of the system. Upon completion, the contractor shall submit a summary of service conducted and description of the operational condition of the CCTV system.
3.1.2 Emergency Maintenance: In the event of system failure, within 8 hours of notification, the contractor shall inspect, troubleshoot and if not able to successfully resolve report analysis and remediation plan to the government POC.
3.1.3 Manual: The contractor shall update an operation manual in both physical and electronic forms.
3.2 General Requirements.
3.2.1 The work shall be performed in such a manner as to cause the least interference with the normal functions of the Government activity. Work areas will be cleared/vacated for the period of time necessary for the Contractor to perform work; however, the Building will be occupied during the course of work.
3.2.2 Prior to beginning any work, the Contractor shall meet with the government’s representative to discuss and develop mutual understandings relative to scheduling and administering work. All work in Bldg. 1600 shall be accomplished between the hours of 7:00 a.m. and 4:00 p.m., Monday thru Friday (excluding federal holidays) unless other times are specifically pre-arranged with the Contracting Officer. This requires a written request two (2) days prior to proposed work.
3.2.3 Region of Interest (ROI): In conjunction with the government representative, the contractor shall configure one or more areas of a given camera's field of view for additional scrutiny. For each defined ROI, the camera will create a separate video sub stream, which can be viewed or captured separately from the main Field of View. The effect is to provide multiple views and capture feeds using only a single camera.
3.2.4 Service Level Objectives (SLO). This (SLO) describes the service levels for certain components of the CCTV to include obligations, expectations and procedures to be followed by the Contractor in order to meet the expectations of the Government. Instances where the SLO are not met and or infrastructure issues where the level of severity, length of outage/problem, and overall impact on mission affects the productivity of the Government shall be deemed a failure to meet an SLO(s) and categorized as a defective/deficient service.
