About this file

This is a Solicitation/Contract/Order for Commercial Items (Standard Form 1449) issued by the United States Marine Corps (USMC) for portable air conditioning units. The solicitation (Request for Quote M0068125Q0060) seeks 1,000 portable A/C units with specific technical requirements: 6,000-9,000 BTU cooling capacity, 250 sq. ft. cooling area, 10.4A maximum current draw, and an exhaust/vent tube with adjustable window assembly. The procurement is unrestricted and set aside for small businesses, with a NAICS code of 333415 and a size standard of 1,250 employees.

Key procurement details include a quote submission deadline of 04:00 PM Pacific Time on 20 August 2025, to be emailed to Capt. Piper Yankowiak. The units will be delivered to CMSC Base Property at Camp Pendleton, California, within 120 days after contract award. Quoters must provide a specification sheet demonstrating compliance with salient characteristics, certification of Trade Agreement Act compliance, and confirmation of meeting the required delivery date. The government will evaluate quotes based on technical capability and price, with the potential to award to the lowest-priced, technically acceptable offeror.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) technical capability of the item offered to meet the Government requirement;

(ii) price

Solicitations are not required to state the relative importance assigned to each evaluation factor and subfactor, nor are they required to include subfactors.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-2 ADDENDUM

(a) This is a simplified acquisition in which the competing quotes will be evaluated using the factors identified in FAR 52.212-2, Evaluation – Commercial Products and Commercial Services and this Addendum, in accordance with FAR 13.106 and the process below. The Government expects to award a firm-fixed-price (FFP) contract for Portable Air Conditioning Units on a some, all-or-none basis. The Government reserves the right to award without discussions or make no award. Therefore, Quoters are cautioned to ensure that initial quotations contain your best terms from a technical and price standpoint.

(b) Specifically, the evaluation process shall proceed as follows:

First, the quotations will be ranked in order from lowest to highest based on the price. The lowest-priced quotation will then be evaluated and receive a rating of Acceptable or Unacceptable based on the criteria in the Technical Capability section below. In order to be rated as Acceptable, the technical quotation must meet the Government's minimum requirements as described in the schedule. Quotations deemed Unacceptable are those that fail to meet the Government's minimum requirements.

If the lowest priced quoter’s technical quote is rated acceptable, the Government will then evaluate pricing to determine fair and reasonableness per FAR 13.106-3.

If the lowest priced quotation is evaluated to have an acceptable technical quotation and fair and reasonable prices, the Government will complete a responsibility determination in accordance with the criteria specified in FAR 9.104-

1. If found responsible, the Government may stop the evaluation process at this point, as that quotation represents the best value to the Government. The award shall be made to that quoter without further consideration of any other quotations.

If the lowest priced quotation is assigned an unacceptable technical rating, or if the price is determined not fair and reasonable, or if the Quoter is found to be non-responsible, the next lowest priced quote will be evaluated. This process will continue (in ascending order) until a quotation is evaluated to have an acceptable technical rating, fair and reasonable prices, and the quoter is deemed responsible or until all quotations have been evaluated.

(c) The Government intends to evaluate quotations and award a single purchase order for some, all or none quantities, but may request or accept revised quotations. The Government reserves the right to award no purchase order, or to award some quantities to one or more Quoters depending on the unit pricing and quantities of the quotations submitted, and the availability of funds for the requirement. The Quoters are advised that their initial quotation should contain the most favorable terms and reflect its best possible performance potential. The Government does reserve the right to clarify aspects of the quotations and hold discussions.
