Performance Work Statement
FIRST MARINE DIVISION, DIVISION SCHOOLS, NETO
Support to Medic/Provider Level Operational Medicine Training
1. Intro. FIRST MARINE DIVISION, DIVISION SCHOOLS, NETO requires contracted support to provide its personnel with development, sustainment, refinement and enhancement of their existing operational medicine skill sets.
2. General Info. Deploying members of the First Marine Division medical personnel must be capable of providing a broad array of critical lifesaving skills during operational taskings worldwide. This outsourced training will include subject matter expertise (SME) / instruction (in operational medicine disciplines), materials, facilities coordination and miscellaneous support.
3. Background. The contractor will provide 1-day medic/provider level operational medicine syllabus aboard a government military installation and a private government facility that satisfies all requirements of the performance work statement. 1st MARDIV requires a single contractor who shall provide all of the consolidated resources (personnel, materials, and training area coordination) to enhance the work place and operational medicine skills of the force being trained. Operating Procedures (SOPs) and Tactics, Techniques, and Procedures (TTPs) will be refined and validated upon completion of the course of instruction. A single contractor will be utilized in order to minimize the cost of Transportation of Personnel and Things (TOP/TOT) within the designated period of performance parameters. Courses shall be executed in such a manner that maximizes the training time the force being trained has available to exercise and accomplish its interoperable and time sensitive training objectives for the initial and follow-on classes of personnel to be trained within the remainder of the calendar year.
4. Government Furnished Property. The government will provide training facilities aboard Camp
Pendleton, CA. This includes transportation of military personnel and training material to a designated training classroom, outdoor training areas and Operational Medicine Facility for the AMT training.
Coordination will be made between contractor and the technical point of contact prior to execution.
5. Performance Objectives and Standards. One day of Medic/Provider Level, Operational Medicine training to consist of Tactical Combat Casualty Care (TCCC) designed to develop, refine and enhance the latest provider level tactical medical skill sets in accordance with TCCC Committee guidance.
Hands-on based practical exercises will be conducted during this training IOT Maximize learning and retention in the following topics:
5.1 Contractor shall conduct Advanced Medical Training (AMT) ISO the TCCC portion to 40 students during each single day trainging evolution. Students will be required to manage all injuries consistent with those outlined in TCCC, those seen in combat, and the approved protocols. An overall student to patient ratio of 4:1 is required to maximize hands-on learning (1 patient per 4 students during tabletop and 1 unused patient per 3 students during scenarios).
5.2 Skills based practice and individual student evaluation will be based of combat related wound patterns that can be treated with all items in the individual medical kit, airway management, hemorrhage control, shock treatments and fluid resuscitation, bandaging and splinting, needle thoracostomy / tension pneumothorax management, medical administration, parenteral IV’s and
IO’s, chest tubes, finger thoracostomy patient carries, stabilization, and operational pain management.
5.3 All skills based practical applications will be presented and demonstrated commensurate with the applicable references’ guidance pertaining to respective levels of training and experience of attending participants of the force being trained.
5.4 Course completion roster and certificates will be issued to validate compliance with TCCC training requirements.
5.5 CAPCE accredited continuing education units (CEUs) will be required for students who qualify.
5.6 Instructor to student ratios for the workplace oriented medical certification and operational medicine training not to exceed 1:20 during didactic sessions and not to exceed 1:10 for the group skills training and 1:4 for practical exercises in patient assessment.

7. Special Constraints. The awarded contractor will provide;
7.1 Medical SMEs and Scenario Support Instructors current or prior medic / corpsman qualified in one of the following MOS’s / NEC’s (18D/8491/8403/8425/8427/PJ).
7.2 Instructors considered highly qualified if they possess experience as an operator within Special
Forces or Special Missions Units and have conducted operational medicine profiles during Global
War on Terrorism.

7.5 All Operational Medicine related Training Aids
7.6 Vehicles for awarded Contractor’s Operational Medicine Cadre / Instructors
7.7 Fuel for Vehicular Platforms supporting the awarded Contractor’s Cadre
7.8 Special Effects Moulage & All Class VIII related materials supporting the designed syllabus of the course.

9.1 Contractor shall invoice upon completion of each one-day training evolution.
9.2 The Contracting Officer will provide the contractor with specific scheduled training dates 30 days prior to each option year exercised.
10. Contractor Travel, Meals & Lodging. The contractor will provide all travel, meals, lodging and incidentals for their Cadre performing the efforts.
11. Quality.
11.1 The Government shall monitor the Contractors performance under this Task/Delivery Order in accordance with the Governments QASP.
12. Safety. The vendor is responsible for their employees. The government is responsible for their members. However, the vendor shall provide safety instructions to students and ensure that training is

The contractor shall maintain the training space in a clean, safe, and secure condition. Photography is restricted on the
Base. Clearance for photography will be obtained from appropriate Base personnel. When requested by the Base, all films must be turned over to the appropriate personnel for processing and security inspection.
