PERFORMANCE WORK STATEMENT

1. Title. United States Marine Corps Recruiting Command, Recruiting Station Nashville Unified Communications Infrastructure (RS NAS Wiring)

2. Background. Recruiting Station Nashville (RS NAS) has an aging cabling infrastructure of CAT3, CAT5, CAT6 and Coax. The current communications area is a small closet enclosure that is not appropriately sized to accommodate a modern infrastructure. The primary objectives of this scope are to move the communications space to a larger location, install a complete CAT6 infrastructure, extend or re-run existing circuits as necessary to the new location, remove old infrastructure and insure system uptime between by using a phased approach. The new location must be wired to meet the requirements of Voice over Internet Protocol (VOIP) with a Unified Communications (UC) infrastructure. This change will require installation of Category 6 (CAT6) cable, the installation of a conduit to the building demarcation point, establishment of pathways throughout the suite, and associated installation hardware.

3. Objectives. The primary objective is to provide the location with a flexible, modern and robust unified communication infrastructure, which meets or exceeds industry standards and best practices and provides a low maintenance and long lasting solution. The contractor shall provide all management, personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary to provide a professional and error free Unified Communications infrastructure install. All new equipment for the infrastructure install shall be Contractor Furnished Equipment (CFE) and accomplished as necessary. Components chosen must be of professional/commercial quality and all BISCI (Building Industry Consulting Service International) standards must be met. BICSI, TIA (Telecommunication Industry Association) and EIA (Electronic Industries Alliance) standards are incorporated into the UBC (Universal Building Code), various DOD Directives and MARADMINS as well. All referenced standards are from these bodies. The installation must adhere to all UC standards as set forth by the Certified Technology Specialists (CTS) Code of Ethics and Conduct and International Communications Industries Association (ICIA). All equipment necessary to complete the tasks herein shall be CFE. The contractor shall deliver, install, label, and test the Unified Communication Infrastructure. See attached plan for reference. The top edge of the attached image is to be considered NORTH for this statement of work.

4. Scope.

· Task Area 1 – Complete install of Horizontal Unified Communications (UC) Infrastructure

· Task Area 2 – Installation of Pathways

· Task Area 3 – Installation of Conduits

· Task Area 4 – Communications Room

· Task Area 5 – Demarcation Point Extension

· Task Area 6 – In floor install in Conference Room

· Task Area 7 – Testing, Certification and Knowledge Transfer

5. Specific Tasks. The contractor shall provide the services to accomplish all capabilities as outlined in this Performance Work Statement (PWS). Components chosen must be of professional/commercial quality and all BISCI standards must be met. The installation must adhere to all UC standards as set forth by the Certified Technology Specialists (CTS) Code of Ethics and Conduct and International Communications Industries Association (ICIA). All equipment necessary to complete the tasks herein shall be CFE. The contractor is responsible for all electrical wiring and HVAC work required to complete the project. The contractor must coordinate all electrical work with the facility manager and 4th District Information Technology department and Logistics sections. The contractor shall deliver, install, label, and test the Unified Communication Infrastructure. The contractor may view the subject areas and is encouraged to perform a site-survey of the facility prior to the start of the project to validate the tasks covered in this SOW and determine the completeness of the task list. The approximate locations of drops and equipment locations are described in the appropriate sections. For the purpose of this SOW consider the top of the page to be NORTH for all images. Images are illustrative and may have variation from the site.
