Version 11-30-2016-1 FAR Part 11—Describing Agency Needs
PURCHASE DESCRIPTION
1. Statement of Need and Purpose:
The purpose of this procurement is the acquisition of liquid nitrogen tanks for DMPK
2. Background Information and Objective:
The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions.
DMPK requires liquid nitrogen tanks for there mass spec instruments.
3. Generic Name of Product:
Liquid nitrogen tanks
4. Purchase Description:
This purchase is for:
- Qty (416) LIQUID NITROGEN 230 L W/ DG 350 PSIG SQUARE BASE, NF GRADE
- Qty (416) CYL USE FOR UP TO 3 MONTHS LIQUID CYLINDER 240 LTR W/DG
5. Salient characteristics:
We require regular deliveries of four (4) 230-liter Liquid Nitrogen tanks, each with a DG 350 PSIG Square Base, NF Grade, to be made every Monday and Thursday. Deliveries should occur between the hours of 9:00 AM and 3:00 PM, totaling 416 tanks over a 12-month period.
The scope of service includes the following:
• Inside delivery to our dedicated tank farm located at 9808 Medical Center Drive, Building E.
• Removal of any empty tanks following each delivery.
• Signature on the delivery sales ticket upon receipt of each shipment.
6. Quantity:
- Qty (416) LIQUID NITROGEN 230 L W/ DG 350 PSIG SQUARE BASE, NF GRAD
- Qty (416) CYL USE FOR UP TO 3 MONTHS LIQUID CYLINDER 240 LTR W/DG
7. Delivery Date: Estimated delivery will start 30 days after receipt of order. Deliveries should occur every Monday and Thursday between the hours of 9:00 AM and 3:00 PM.
8. Period of Performance: Estimated period of performance is from 01/12/2025 through 01/11/2026 (Base Year). Estimated delivery will commence 30 days after receipt of the order.

The anticipated period of performance is from December 1, 2025, through November 1, 2026, with delivery and completion based on an After Receipt of Order (ARO) timeline.
9. Delivery Address: 9808 Medical Center Dr, Building E, Rockville, MD 20850
10. Option(s): The base contract term is for one (1) year, with the option to extend for up to three
(3) additional one-year terms, if NCATS exercise this option. Payment will be invoiced monthly, based on the actual quantity of tanks and cylinders delivered during the applicable period.

Option Year 2 – 01/12/2027 – 01/11/2028
