About this file
This Statement of Work details the Bureau of Land Management's (BLM) requirements for telecommunications site leases at six mountain top locations in California: Shaffer, Likely, Pine Hill, Oregon, Fowler Peak, and Mt Pierce. The sites are critical for supporting two-way radio communications for BLM's administrative, fire, and law enforcement personnel, with a focus on improving personnel safety and resource protection.
The document specifies comprehensive technical requirements for the site leases, including 24/7 access, secure equipment storage, stable power connections, tower specifications, and equipment capacity. The lease period is from October 1, 2025 to September 30, 2026, with four additional option periods. The solicitation is a sole-source procurement with the State of California Department of General Services, seeking communication site leases to support the California State Office's two-way radio infrastructure. The contract (Solicitation Number: 140L1225P0062) is planned to be awarded on July 25, 2025, with interested vendors invited to submit capability statements demonstrating their ability to meet the detailed technical requirements.

Statement of Work: CalFire Telecoms Site Leases Introduction The Bureau of Land Management (BLM), California State Office, Telecommunications program proposes to continue to provide communication service for various offices throughout the State. These site leases will support all Admin, Fire, and Law Enforcement staff while completing the Bureau’s mission in areas where two-way radio communications are needed for the health and safety of personnel.

3. L0628, Pine Hill
