About this file

This document is an ICT Accessibility Requirements Statement per Revised Section 508 of the Rehabilitation Act that outlines technical criteria for electronic software and digital content procurement.

The statement establishes mandatory accessibility standards for software components that transmit information or include user interfaces, requiring conformance to E207 and Chapter 5 requirements, with WCAG 2.0 Level A and AA Success Criteria applied to all user interface components and platform content. For non-web software, "web page" terminology is substituted with "software" in WCAG standards, and multi-step software activities must conform to WCAG 2.0 in their entirety. Electronic content must comply with E205 standards, with specific requirements for agency official communications including emergency notifications, administrative decisions, program announcements, benefit notices, acknowledgments, surveys, templates, forms, educational materials, and intranet content. Software must interoperate with assistive technology per section 502, with documented accessibility features that cannot be disrupted; programmable object information including roles, states, properties, boundaries, names, and descriptions; the ability for users to programmatically set modifiable states and properties; data table row/column identification; current and allowable values; label and hierarchical relationships; text content and boundaries; focus tracking and modification capabilities; and event notifications for state and value changes. Applications must conform to section 503, permitting user preferences for color, contrast, font type, font size, and focus cursor settings. The document instructs that accessibility requirements should be incorporated into solicitation documents (SOO, SOW, PWS, etc.) with reference to the Revised 508 Standards Toolkit for procurement process guidance.
