HU000125Q0003 Evaluation Factors

Evaluation

IAW FAR Clause 52.212-2 (Evaluation Factors), the Government intends to award a five (5) year contract (one 12-month base year plus four 12-month option years) to the offeror representing the best value to the Government based on the evaluation factors listed below. The Government will conduct a trade-off evaluation between non-price and price factors. The Government is not required to award to the lowest priced offeror or the highest technically rated offer.

The Government reserves the right to award without discussions.

Evaluation Factors

● Technical – Offerors must provide documentation which demonstrates the capabilities of the required services including any necessary transition processes for the LSP and any adequate training to LRC staff in its use. At a minimum, the documentation must demonstrate how the technical quote meets the requirements of the Statement of Work (Attachment #1).

● Price – Offerors must include all applicable pricing (Example: Base Year, Option Years) in their quote. The Offeror must provide sufficient detail to explain how they arrived at the price. The total proposed price will be the overall evaluated price.

● Past Performance – IAW FAR 13.106-2(b)(3), if using price and other factors, formal evaluation plans, establishing a competitive range, conducting discussions, and scoring offers are not required. Contracting offices may conduct comparative evaluations of offers, including the evaluation of other factors, such as past performance. The Government will consider the relevancy of past performance information available (per DoDIG definition: relevant regarding a contractor’s actions under previously awarded contracts), source of the information, context of the data, and general trends in the offeror's performance. Although Past Performance information will not be scored, the lack of a relevant performance record will neither be used to the advantage or disadvantage of the offeror.

How Quotes Will Be Evaluated

Technical Experience is more important than Price and Past Performance. Past Performance is the least important evaluation factor. In cases where two or more quotes are equally rated in Technical Experience, Price will be the determining factor.
