About this file

The document is an Offeror Attestation of Responsibility for a Recovery Audit Services contract with the Department of Veterans Affairs (VA). The successful contractor must meet several pre-deployment requirements before receiving VA paid claim data, including completing mobilization of resources, submitting security documentation, developing an Audit Management Plan, establishing a secure electronic system, creating a public website, setting up a secure data transmission portal, and establishing a Customer Service Center for providers.

Payment terms are performance-based, with the contractor only receiving compensation from funds recovered through overpayment audits. Before beginning work, the contractor must obtain an Authority to Operate (ATO) and complete a comprehensive set of preparatory tasks, including personnel system access planning and developing an electronic records system. The contractor will be responsible for auditing healthcare claim payments across various VHA Community Care programs, with the goal of identifying and recovering overpayments through both automated system-level reviews and complex individual medical record examinations.
