About this file

This is a Service Contract Act (SCA) Wage Determination document for Arizona (Maricopa and Pinal counties) under WD #2015-5469, Revision 29, effective December 2, 2025. The wage determination establishes prevailing wage rates applicable to service contracts performed in the specified Arizona counties and can be accessed through SAM.gov.

The document cites FAR 22.1003-4(d)(1)(iii), which exempts certain service contracts from SCA prevailing wage requirements when the primary purpose is to provide hotel/motel services for conferences, including lodging and/or meals that are part of the conference contract, provided the conditions specified in the regulation are met. This exemption explicitly does not apply to ongoing contracts for lodging on an as-needed or continuing basis. This wage determination applies to the Department of Veterans Affairs' HOPTEL Program solicitation (36C26226R0008), a specialized lodging program for veterans outside the hospital with a performance period from April 1, 2026, through March 31, 2031, including a base period plus four option years.
