FIRE SAFETY INSPECTION REPORT

for Existing Lodging and Rooming Houses (All Code References are NFPA 101-2018 unless otherwise noted)

This checklist is a summation of the requirements found in Chapter 26, Lodging and Rooming Houses of the 2018 Edition of the Life Safety Code. This checklist is not intended to be comprehensive. The user is cautioned to consult the code prior to answering the following questions. For a newly constructed lodging and rooming house, the user should consult the requirements in the code for new construction.

Such means of escape is acceptable where one of the following criteria is met:

(1) The window is within 20 feet of the finished ground level.

(2) The window is directly accessible to fire department rescue apparatus as approved by the authority having jurisdiction.

(3) The window or door opens onto an exterior balcony.

(4) Windows having a sill height below the adjacent finished ground level are provided with a window well meeting all of the following:

(a) The window well has horizontal dimensions that allow the window to be fully opened.

(b) The window well has an accessible net clear opening of not less than 9 ft2 with a length and width of not less than 36 inches.

(c) A window well with a vertical depth of more than 44 inches is equipped with an approved permanently affixed ladder or with steps meeting both of the following criteria:

i. The ladder or steps do not encroach more than 6 inches into the required dimensions of the window well.

Protection - Hazardous Areas

Where used, do alcohol-based hand-rub dispensers meet the following:

(1) The maximum individual dispenser fluid capacity is as follows:

(a) 0.32 gal for dispensers in corridors and areas open to corridors

(b) 0.53 gal for dispensers in rooms or suites of rooms separated from corridors

(2) Where aerosol containers are used, the maximum capacity of the aerosol dispenser is 18 oz. and limited to Level 1 aerosols as defined in NFPA 30B.

(3) Dispensers are separated from each other by horizontal spacing of not less than 48 in.

(4) Not more than an aggregate 10 gal of alcohol-based hand-rub solution or 1135 oz. of Level 1 aerosols, or a combination of liquids and Level 1 aerosols not to exceed, in total, the equivalent of 10 gal or 1135 oz. are in use outside of a storage cabinet in a single smoke compartment or fire compartment or story, whichever is less in area.

Note: Do not include one dispenser complying with (1) above per room and located in that room in the aggregated quantity.

(5) Storage of quantities greater than 5 gal in a single smoke compartment or fire compartment or story, whichever is less in area, meet the requirements of NFPA 30.

(6) Dispensers are not installed in the following locations:

(a) Above an ignition source for a horizontal distance of 1 in. to each side of the ignition source

(b) To the side of an ignition source within a 1 in. horizontal distance from the ignition source

(c) Beneath an ignition source within a 1 in. vertical distance from the ignition source

(7) Dispensers installed directly over carpeted floors are only in sprinklered areas of the building.

(8) The alcohol-based hand-rub solution do not exceed 95 percent alcohol content by volume.

(9) Operation of the dispenser complies with the following criteria:

(a) The dispenser does not release its contents except when the dispenser is activated, either manually or automatically by touch-free activation.

(b) Any activation of the dispenser occurs only when an object is placed within 4 in. of the sensing device.

(c) An object placed within the activation zone and left in place does not cause more than one activation.

(d) The dispenser does not dispense more solution than the amount required for hand hygiene consistent with label instructions.

(e) The dispenser is designed, constructed, and operated in a manner that ensures accidental or malicious activation of the dispensing device is minimized.

(f) The dispenser is tested in accordance with the manufacturer’s care and use instructions each time a new refill is installed.

Protection – Extinguishment Requirements

Where an automatic sprinkler system is required or is used as an alternative method of protection, either for total or partial building coverage, does the system meet the following?

(A) Activation of the automatic sprinkler system actuates the fire alarm system.

(B) Where systems are installed complying with NFPA 13D, are all of the following requirements met:

(1) The lodging or rooming house is not part of a mixed occupancy.

(2) Entrance foyers are sprinklered.

(3) Lodging or rooming houses with sleeping accommodations for more than eight occupants are treated as two-family dwellings with regard to the water supply?

(C) Where buildings are sprinklered in accordance with NFPA 13, are closets that contain equipment such as washers, dryers, furnaces, or water heaters sprinklered, regardless of size.

Note: In buildings four or fewer stories in height and not exceeding 60 ft. in height above grade plane, systems in accordance with NFPA 13R are permitted.

Note: In buildings sprinklered in accordance with NFPA 13, closets less than 12 ft2 in area in individual dwelling units are not required to be sprinklered.

Note: In existing lodging or rooming houses, sprinklers are not required in closets not exceeding 24 ft2 or in bathrooms not exceeding 55 ft2.

Protection – Fire Alarm System

Is there a fire alarm system installed in accordance with Section 9.6 in the facility unless the following is met?

A fire alarm system in accordance with Section 9.6 is not required in existing lodging and rooming houses that have an existing detection system in every sleeping room and where that detection system includes not less than one manual fire alarm box per floor arranged to initiate the smoke detection alarm.

Note: Existing battery-powered smoke alarms, rather than house electric-powered smoke alarms, are permitted where the facility has demonstrated to the authority having jurisdiction that the testing, maintenance, and battery replacement programs will ensure reliability of power to the smoke alarms (a manual fire alarm box still needs to be able to sound audibles).

Where a fire alarm system is provided in accordance with Section 9.6 (See 3-16), is the fire alarm system initiated by at least one of the following?

(1) Manual pull stations installed at exits

Note: Visible appliances for the hearing impaired are not required where the proprietor resides in the building and there are five or fewer rooms for rent.

Note: Positive alarm sequence is permitted. (The positive alarm sequence provides a timed delay of a general alarm signal in a building and at a supervising station. This delay gives a trained responder up to 3 minutes to investigate the cause of an alarm signal after acknowledging the initial alarm signal annunciated at the control unit within 15 seconds of receipt.)
