About this file
This document includes a federal contract opportunity solicitation and an example activity scenario for environmental site investigation, cleanup, and restoration services. The United States Forest Service is seeking these professional environmental services on an indefinite-delivery/indefinite-quantity contract for non-CERCLA site investigations and cleanups, post-natural disaster hazardous material removal, and illegal marijuana grow site remediation in California's Region 5. The example activity scenario details a site background, scope of work to be performed, and regulatory requirements for additional investigation and remedial action planning at a former fueling station site with soil and potential groundwater contamination from underground storage tanks. Submittals must include work plans, investigation reports, remedial plans, and cost estimates in response to scenarios provided.

Attachment D.2 Example Activity Scenario
Activity I: Non-CERCLA Site Investigation, Cleanup, And Restoration
For the scenario provided below, prepare, and submit a work plan that provides a description of how contractor would address the incident. The work plan needs to include and address the following:
• Description of the work to be performed.
• Discussion of any specific exclusions/assumptions the contractor may have regarding their response to the scenario in question.
• Anticipated contractor response time.
• Conceptual listing of personnel, including subcontractor(s) that would be utilized for the response.
• Conceptual listing of equipment and supplies to be utilized for the response.
• Safety & Health Plan and procedures the contractor will follow.
• Emergency Response Plan
• Container sampling and waste identification protocols that would be utilized.
• Hazardous material/waste management plan and protocols for material/waste handling, transport and disposal.
• Provide the estimated cost for the response. Breaking down cost items into key categories (work plan development, mobilization, performance of work, disposal cost, and final report preparation).
SCENARIO DESCRIPTION
I. Site Background:
The Small Tree National Forest operated a fueling station at the Smokey Work Center that included a gas house (approximately 40 square feet), a fuel island, a 1000 gallon gasoline underground storage tank and a 2000 gallon diesel underground storage tank. The underground storage tanks and the fuel island were removed in October of 1998. The gas house was demolished and properly disposed in 2011.
During removal of the underground storage tanks and the fuel island, product releases were determined to have occurred from the underground storage tanks, product piping and dispensers.
The releases were determined to be the result of overfilling and leakage. The soil excavated during the removal of the tanks, product piping and dispensers and imported fill dirt were placed into the excavated area in December of 1998. The excavated area was repaved with asphalt.
Limited soil investigation activities were conducted at the site. Petroleum hydrocarbons and fuel volatile organic compounds were detected during these investigations. Petroleum impacted soil in the former fuel island/dispenser area was detected at 8 to12 feet below ground surface (bgs with TPHg ranging from 2.9 to 19000 ppm. in the west wall. VOCs and SVOCs were not detected.
Additional sampling was performed in the area of the former tank pit. TPHg was detected in soil samples that ranged from 6.7 to 4500 parts per million volume (ppm) from the southern and eastern sidewalls. Up to 27 ppm toluene, 31 ppm ethylbenzene, and 320 ppm xylenes was also detected.
Groundwater sampling has not been conducted and the depth to groundwater is unknown.
The Regional Water Quality Control Board (RWQCB) has directed the Forest Service to conduct additional site investigation work to determine the extent of contamination and to prepare a remedial action plan for their review and apporval.
The Smokey Work Center is located at 63822 Highway 96, Happy Camp, CA 9603
II. Scope Of Work To Be Performed:
The work to be performed includes, but is not limited to:
• Prepare site investigation workplan to determine the extent of soil and groundwater contamination. Workplan is subject to RWQCB review and approval.
• Obtaining all necessary necessary permits.
• Implement site characterization, prepare and submit site assessment report, including uploading final RWQCB approved documentation into Geotracker.
• Prepare site remedial action plan for RWQCB review and approval.
• It is the responsibility of the contractor to ensure that all workplans and reports meet applicable reulatory standards and requirements. This includes coordinating and obtianing applicable site clean-up standards and thresholds.
