About this file
This document is a Quality Assurance Surveillance Plan (QASP) for Emergency Generators Inspections and Maintenance Services for the Department of Veterans Affairs VA Pacific Islands Health Care System (VAPICS). The contract covers maintenance, inspection, testing, and calibration of Emergency and Standby Power System Services at three specific locations in Honolulu, Hawaii: Building 30 (Ambulatory Care Clinic), Building 110 (Community Living Center), and Building T1, E-Wing.
The QASP outlines a systematic method for evaluating contractor performance, with specific performance standards and acceptable quality levels set at 95% across multiple task areas. Surveillance will be conducted through direct observation and 100% inspection methods, with performance rated on a scale of positive, neutral, or negative outcomes based on the number of incidents not meeting performance standards. The Government will document performance through monthly assessment meetings and potential Contract Discrepancy Reports (CDRs) for unacceptable performance, with the Contractor required to provide corrective action plans as needed.
