About this file
This is a Performance Requirements Summary (PRS) document detailing the performance standards and quality requirements for Adult Detention Center Services provided to the Bureau of Indian Affairs (BIA) Office of Justice Services. The document outlines specific tasks and performance indicators for contractor-provided services including housing and care of tribal inmates, medical screening, facility maintenance, transportation, and reporting requirements.
Key requirements include: maintaining 100% compliance with NMAC Adult Detention Professional Standards; providing medical and suicide screening at booking with 95% accuracy; daily inmate roster reporting by 10:00 AM local time; gender separation of inmates; accommodation of Native American culture and religion; coordination with IHS for medical services; and maintaining strict records confidentiality. The contractor must provide a facility manager available within 60 minutes during normal hours and 2 hours after hours, implement a quality control plan, and attend performance evaluation meetings. The document establishes surveillance methods, acceptable quality levels (ranging from 80-100%), and notes that while there are no direct price disincentives, performance may be reported in CPARS. The contractor must maintain appropriate insurance and comply with various regulations including PREA, Indian Civil Rights Act, and OSHA standards.
