This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. Offers are being requested and a written solicitation will not be issued.

The solicitation number M00264-24-Q-6547 is issued as a request for quotation (RFQ) using FAR Part 13 procedures.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04.

This opportunity is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) and the associated North American Industrial Classification System (NAICS) code is 611710 with a small business size standard of $24.0 millions of dollars.

The action resulting from this opportunity will be a Firm Fixed Price (FFP) Purchase Order.

Incidental Service: See attachment “Salient Characteristics” for incidental service.

DELIVERY DATE AND LOCATION

Required Delivery Date: Required course dates: 18– 28 June 2024.

Location: Must be within 30 minutes of drive from MCJROTC headquarter located at 2007 Elliot Road, Quantico, Virginia.

Note: FOB Destination required. Delivery charges must be included in item price

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.

The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition as follows:

1. The Government will award a contract resulting from this solicitation to the responsible quoter/offeror whose quote/offer conforming to the solicitation will be most advantageous and provides the greatest overall benefit (best value) to the Government.

2. The basis for award is:

PRICE AND OTHER FACTORS per FAR 13.106-1(a)(2) with the evaluation procedures per FAR 13.106-2(b).

To be selected for Award, a prospective awardee must:

- Conform to all matters with respect to the solicitation: quote/offer must address how each salient characteristics, specification/requirement and each deliverable will be met.

- Have Satisfactory Past Performance: to be evaluated in accordance with DFARS 204.7603, no yellow or red scores.

- Price: in accordance with FAR 13.106-3(a) the Contracting Officer will analyze and determine if the apparent successful prospective contractor quoted price is fair and reasonable.

Quoters are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quotation.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

The clause at 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders- Commercial Products and Commercial Services (Feb 2024), and the below FAR clauses cited in the clause are applicable to the acquisition: 52.204-10; 52.204-27;

Therefore, issuance by the Government of an order in response to a supplier’s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.
