SALIENT CHARACTERISTICS

MARINE CORPS JUNIOR RESERVE OFFICER TRAINING CORPS (MCJROTC)

NEW INSTRUCTOR ORIENTATION TRAINING (NIOT) CAMP

Part 1 General Information

1. General: This is a contract to provide facilities, meals, logistical and training support for NOIT Camp.

1.1 Description: The contractor shall provide all facilities, materials, and other items and non-personal services necessary to provide the specified facilities, logistical support, meals, and training as defined in this Salient Characteristic.

1.2. Objectives: The contractor shall host 95 MCJROTC Instructors at their facility. The contractor’s facility must be within 30 minutes of drive from MCJROTC headquarter located at 2007 Elliot Road, Quantico, Virginia. The purpose of this contract is to provide both new and recertifying MCJROTC instructors with various skills to help in their development or continued development as High School Teachers. Additionally, the course shall provide the MCJROTC instructors with a fertilization of state and federal laws pertaining to secondary schools. The course will include segments of classroom management, child psychology, developing cohort relationships, and interacting with parents and the community. The course shall also cover the expectations of the school administrative teams and instructor conduct and proper instructor and student relationships.

1.2.1 The Course shall be built around a framework that will present:

1. Planning and preparation: This training course will teach MCJROTC instructors on topics of understanding the MCJROTC curriculum and knowing high school students to adapt to meet their individual educational needs. In some cases, MCJROTC instructors must take on significant responsibility for the design of learning experiences, either creating lessons and units from scratch or building from materials and resources they found.

Ideally though MCJROTC instructors have access to high-quality resources and instructional material that have been designed by curriculum experts and provide a solid foundation and jumping off point for planning and preparation, this training course must ensure that each attending instructor has developed the following skills:

a. Applying Knowledge of Content and Pedagogy

b. Knowing and Valuing Students

c. Setting Instructional Outcomes

d. Using Resources Effectively

e. Planning Coherent Instruction

f. Designing and Analyzing Assessments

2. Learning Environments: Learning Environments should be supportive and challenging which enhance MCJROTC instructors’ success in the context of school, including intentional, non-instructional routines and procedures, positive student relationships and behaviors, and spaces that support instructional purposes.

a. Cultivating Respectful and Affirming Environments

b. Fostering a Culture for Learning

c. Maintaining Purposeful Environments

d. Supporting Positive Student Behavior

e. Organizing Spaces for Learning

1.3.5 Government Point of Contact: The government Point of Contact (POC) provided upon award of contract. The government POC provides approval of the final attendee count and which schools have been authorized quotas for participation.

1.4 Scope: The Contractor shall provide a course of instruction to 95 MCJROTC instructors over a 10-day period. The training facility must be within 30 minutes of drive from MCJROTC headquarter located at 2007 Elliot Road, Quantico, Virginia. The contractor shall provide all classroom audio visual support and IT support during the entire training cycle.

1.4.1 Lodging specifics: Not required.

1.4.2 Meals specifics: Contractor shall provide the noon meal for the 95 MCJROTC instructors during the training cycle by the date and quantity listed below. Meals and beverages shall be based on contractor’s established menu cycle.

Mealtimes shall be: 1200-1300 Monday through Saturday.

1.4.2 The contractor shall provide serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable or china plates, cups, napkins, and utensils for requested meal and occupy the dining area for approximately one hour to serve each meal. Contractor shall maintain a professional demeanor when serving the food. Furthermore, food handlers must be aware of all food safety requirements for preparing and serving food for indoor and outdoor dining events.

1.4.3 Facility: The Contractor shall provide adequate classroom space that will allow for group breakouts. Classroom must be large enough to allow 95 persons to work comfortably with 40 inches of deck top space. The contractor must also provide 4 smaller classrooms that can support 30 students at a time.

1.5 Required course dates: 18– 28 June 2024.

1.5.2 Hours of Operation: The contractor shall conduct business between the hours of 7:00 a.m.

to 6:00 p.m., Monday through Saturday.

1.6.6 Type of Contract: The government will award a firm fixed price contract.

1.6.7 Security Requirements: Contractor shall be required to establish adequate security measures to ensure a safe training experience.

3. Government Furnished Items and Services: The government will not be required to offer any support for the training course.

4. Standards:

4.1 All administrative actions must meet or exceed generally accepted academic standards outlined in Cognia, the accreditation association granting accreditation to MCJROTC programs.

4.2 Contractor instructors must have more than 20 years of teaching experience who have or held licensure as a secondary school teacher and school administrator at or above the principal level.
