About this file
This document is a Request for Proposal (RFP) Addendum No. 04 issued by the Jet Propulsion Laboratory (JPL) for Mechanical Engineering Support and Assistance (MESA). The addendum addresses eight specific questions from prospective bidders, clarifying requirements for past performance, small business joint ventures, cryogenic engineering support, organizational conflict of interest, key personnel submissions, and facility requirements. Key clarifications include that only past performance from the Prime Contractor is applicable, the A-22 Small Business Joint Venture Certificate is posted on SAM.gov, and cryogenic engineering support involves design, analysis, fabrication, and testing of structures, mechanisms, and thermal management hardware under cryogenic space environments. The proposal response is due on October 14, 2025, with a requirement that subcontractors must have a fully established and operational facility within 150 miles of JPL at the time of proposal submission.

Attention: Prospective Bidders
Subject: Request for Proposal (RFP) Addendum No. 04 to JPL RFP No.
CZ-2664-06012025
This addendum is provided to all proposers for clarification of the subject RFP for Mechanical Engineering Support and Assistance (MESA).
1. Attachment A-14 Past Performance: Only past performance provided by the Prime Contractor is applicable. However, if a proposal is submitted as part of a Team, then any relevant past performance from Subcontractor(s) must be captured within the Relevant Experience section, in addition to the past performance cited by the Prime. Is this correct?
JPL’s Answer to Question 1: Yes, you have the correct understanding.
2. A-22 Small Business Joint Venture Certificate: On Page 2 of the RFP, it states, “If a joint venture business is proposing, each joint venture partner must qualify as a Small Business under NAICS Code 541715 Exception 3. See 13 CFR § 125.8(a). Each entity that is a partner to the joint venture should complete the A-22 Small Business Joint Venture certificate set forth in the RFP. If an entity submits a proposal as a joint venture, JPL may consider and evaluate the relevant capabilities, past performance, experience, business systems, and certifications of each separate business entity forming the joint venture, as well as the joint venture itself.” We could not find int the RFP where the A-22 Small Business Joint Venture certificate was located.
JPL’s Answer to Question 2: The A-22 Small Business Joint Venture Certificate form has been posted in the RFP on SAM.gov.
3. Subcontract Statement of Work Cryogenic Engineering Definition:
Can JPL provide additional information on the requirements for Cryogenic Engineering listed in Section 1.3 of the Statement of Work in the Standard Subcontracts documents?
JPL’s Answer to Question 3: Support in this discipline will include:
Design, analysis, fabrication and test of structures and mechanisms under cryogenic space environments.
Design, analysis, fabrication, and test of thermal management hardware.
4. Organizational Conflict of Interest (OCI) Avoidance Plan and Quality Assurance Plan – Can JPL define the required content requirements or point to the where in the RFP they can be found for the OCI Avoidance Plan and Quality Assurance Plan.
JPL’s Answer to Question 4: JPL does provide requirements for the Organizational Conflict of Interest (OCI) Avoidance Plan. Review Article 3 Special Provision 10.0 Organizational Conflicts of Interests for the identified potential conflicts and provide your procedures.
JPL does not provide requirements for a Quality Assurance Plan.
Submission of an ISO 9001 or AS9100 certified Quality Management Plan (to the most current revision) is sufficient. If you are not certified to either standard but are claiming that you are ‘compliant’, then JPL’s Procurement Quality Assurance (PQA) auditor may perform a Quality Management System (QMS) audit to verify compliance. However, a certified Quality Management System is preferred.
5. Reference RFP Section 2.0, Criterion T1, Factor 2 – Key Personnel of Program Manager: Does Criterion T1 Factor 2 require only the resume of the Program Manager?
JPL’s Answer to Question 5: Yes, Criterion T1 Factor 2 requires only the resume of the Program Manager.
6. Reference RFP Section 2.0, Criterion T1, Factor 2 – Key Personnel of Program Manager: Does Criterion T1 Factor 2 require the resumes of the Program Manager and the resumes of the Key Personnel supporting the Program Manager?
JPL’s Answer to Question 6: Criterion T1 Factor 4 requires resumes of personnel with expertise in the disciplines (core and 1 or both specialty) as defined in the Statement of Work. A single individual may provide expertise in multiple disciplines.
7. Reference RFP Criterion T2 Technical Capabilities of Facilities, Equipment, and Tools Factor 1: Facilities and Equipment: Will JPL accept documented proof of an executed lease, sub-lease, or shared-space agreement for a facility located within 150 miles of JPL at the time of proposal submission (with facility operational by award), or must the facility be fully established and operational at proposal submission to meet the 'has a facility' requirement?
JPL’s Answer to Question 7: Subcontractor must have a fully established and operational facility within 150 miles of JPL at the time of proposal response.
8. Cover Letter & Proposal Instructions: We had not submitted an intent to propose statement by the Sept 18th deadline. I would like to enquire if this precluded the evaluation of a proposal we would submit by the Oct 14th date. Is the response due date October 14, 2025?
JPL’s Answer to Question 8: The submittal of intent was requested as a convenience to JPL. The request does not preclude you from submitting the Volume 1 Proposal Response, including Mandatory Qualification and Past Performance information, on October 14, 2025. Review Table 1:
Phased Approach and Important Dates of the RFP Cover Letter for additional information.
The RFP due date is not changed by this addendum.
As required by the RFP’s General Instructions, indicate receipt of this and any other addendums relative to the subject RFP. Attachment A-1 must be submitted to JPL with your proposal.
Sincerely, Christine Zuro Subcontracts Manager 26 | Acquisition M: 747.261.8835 Christine.M.Zuro@jpl.nasa.gov
