About this file

This document is a Subcontract Data Requirements List (SDRL) and Data Requirements Descriptions (DRDs) for a Mechanical Engineering Support and Assistance project at the Jet Propulsion Laboratory (JPL). The document outlines specific documentation requirements for a subcontractor, including information management, configuration management, and procurement quality assurance. Key deliverables include standard information management planning, configuration management planning, supplier qualification data, quality assurance documentation, and quality management system certification.

The subcontractor is required to submit various documents within one month of the subcontract start date, with most items requiring JPL approval. The documentation covers processes for approving suppliers, applying quality requirements, conducting source and receiving inspections, identifying critical suppliers, and providing evidence of quality management system certification. The documents must be submitted in MS Word, MS Excel, or PDF format, and the subcontractor is expected to retain these documents for 16 years after delivery, with potential access required by JPL.

Subcontract Plans and Documentation

The documentation deliverable under this Subcontract is summarized in the following Subcontract Data Requirements List (SDRL), which identifies the items to be delivered, when delivery is required, the frequency of issue, and, if applicable, in which phase to submit the documents. The Data Requirement Descriptions (DRDs) referenced in the SDRL describe the specific requirements for the item(s) to be delivered, applicable documents, and other instructions as to content, format and preparation.

In the event of conflicts between this document and the Subcontract, contact the JPL Subcontracts Manager to resolve the issue.

Non-Design Document Identification

The Subcontractor shall display on the cover or title page of all deliverable non-design documentation (all documents except drawings) the following minimum information:

1. Document Title

2. Subcontractor's Name

3. Subcontract Number

4. Document Number (JPL or Subcontractor assigned)

5. DRD number and SDRL item number

6. System, Subsystem or Support Equipment Name

7. Approval Signatures

8. Project Identification, e.g., “Human Landing System"

9. Date of Issue or Publication

10. Revision or Change Identification

Add the following footer to all new documents created under this Subcontract:

Created under NASA/JPL SRL Subcontract No. 1658014

Documentation Format

Unless specified otherwise, documents may be provided in subcontractor’s format.

Approval Requirements

Documents requiring JPL approval are identified in the column titled, “APPROVAL CODE,” of the SDRL.

The following codes are used to denote approval requirements:

A – JPL approval is required

X – JPL approval is not required

JPL will review documents submitted by the Subcontractor for JPL-approval and will approve or provide comments within twenty (20) working days of receipt at JPL, except as otherwise provided for in this Exhibit and the Statement of Work. In the event JPL does not make a formal disposition of a given

JPL intends to use, to the maximum extent practicable, Subcontractor documentation systems or processes that are equivalent to or meet the intent of JPL requirements. This can include combining SDRLs/DRDs in this document where it fits the Subcontractor’s standard documentation process.

If the Subcontractor decides to use a JPL provided plan for this Subcontract effort, provide a written statement that the Subcontractor concurs with and will comply with the JPL plan.

Heritage data on-file with the Subcontractor, which was prepared in support of a related JPL Program, may be re-submitted to satisfy a Data Requirement specified herein as long as the Subcontractor has reviewed the Heritage data for compliance to the current Data Requirements.

Dated: June 25, 2025 Exhibit No.: 5 document within the required response time, or does not negotiate an extension in time, the document is approved as submitted.

CM-003 Waivers are not constrained to the twenty (20) working day review period.

If the document is approved by JPL, the JPL Subcontract Manager (SCM) will send an electronic approval notice to the Subcontractor.

If the document requires modification before JPL approval will be granted, the following steps will be taken:

1. The modifications required by JPL will be transmitted to the subcontractor. The Subcontractor shall submit an updated version, containing the required modifications within ten (10) working days (or as otherwise specified) after the modifications have been identified.

2. If the updated version is approved by JPL, the JPL Subcontract Manager will send an electronic approval notice to the Subcontractor.

If there is a significant period of time between submittal of a preliminary and final document that requires JPL approval, the subcontractor shall submit an updated preliminary version, which incorporates JPL’s review comments, within twenty (20) working days after receipt of JPL’s comments on the preliminary.

Note: Revisions or updates to any data requirements set forth herein shall be resubmitted to JPL. Extend the SDRL item number with dash-numbers or letters as appropriate to clearly identify the new submittal.

The requirements and approvals for data item revisions shall be the same as applied to the original data item submittal unless specified otherwise in the SDRL or DRD.

Data Transfer

The method of data transfer is defined in CM-001. An e-mail notice of each SDRL delivery documents to be retained at the Subcontractor’s facility, shall be sent to the Contract Technical Manager (CTM) and the Subcontract Manager, and other JPL personnel as designated by the CTM.

Data transfer for archiving purposes shall be in accordance with CM-001.

All documents are to be provided in electronic format unless specified otherwise in this Exhibit.

Documentation Retention Period

Documents that are to be retained at the subcontractor’s facility and delivered to JPL only on request, and documents that are to be delivered via engineering submittals are defined in the SDRL “Remarks,” column 11. Subcontractors are required to give JPL access to Subcontract documents “delivered in place” (i.e. held at the Subcontractor’s facility) or maintained in a data base for a period of 16 years after the date of delivery, consistent with the terms of the Subcontract

Date Due

Unless otherwise specified, all periods identified in the SDRL are in the Subcontractor’s working days.

For those documents whose delivery is required “as generated” nothing is required unless a document is generated.

Deliverable Item

The “Deliverable Item,” as used in this exhibit, refers to the flight hardware item or items being procured along with the associated software and support equipment or support hardware.

Marking for Subcontractor Proprietary Data

Column 10 in the SDRL is used to identify whether some document deliverables within a SDRL item can be marked as Subcontractor Proprietary Data. Documents that will be marked as proprietary need to be identified and listed in an Exhibit that will become part of the Subcontract. The following codes apply to the use of column 10:

N = Deliveries for the SDRL item are NOT anticipated to contain Subcontractor Proprietary Data Y = One or more deliveries for the SDRL item are anticipated to contain Subcontractor Proprietary

Data which is listed in the Exhibit above

Dated: June 25, 2025 Exhibit No.: 5

Note that the default marking for column 10 is “N” until the Exhibit above is negotiated and included in the Subcontract. Deliveries for SDRL items marked N in column 10 shall not contain proprietary markings.

Gate Products (GPs)

The JPL delivery dates for the Life-Cycle Gate Products required by the JPL Flight Project Practices (JPL Rules! Doc ID 58032) are shown in the SDRL “Remarks” column 11. This is for information only to show the correlation between the SDRL delivery dates and the JPL required GP due dates.
