About this file

The document is a Small Business Joint Venture Certificate (Attachment A-22) for a federal solicitation by the Jet Propulsion Laboratory (JPL). The certificate outlines specific requirements for small business concerns and joint ventures seeking to submit proposals for the Mechanical Engineering Support and Assistance (MESA) contract. The solicitation is a 100% small business set-aside under NAICS code 541715 (Research and Development in Physical, Engineering, and Life Sciences), with two key joint venture participation models: 1) joint ventures of small business concerns where each concern qualifies as small, and 2) mentor-protege joint ventures with an SBA-approved mentor and protege small business.

Key requirements include compliance with small business subcontracting limitations, specific provisions for mentor-protege joint ventures, and mandatory performance standards such as the small business partner performing at least 40% of the joint venture's work. The contract involves mechanical systems engineering tasks supporting technology development, system engineering, hardware development, and integration and test activities. JPL intends to award multiple subcontracts using both cost-type and fixed-price structures, with individual task efforts directed through Subcontract Work Orders (SWO). Potential offerors are advised to seek guidance from APEX Accelerators and the Small Business Development Center (SBDC) when preparing proposals.
