About this file
This document is a Statement of Work (SOW) for diagnosing and repairing the FLEX-500 electronic Governor on the USCGC CYPRESS (WLB 210), a U.S. Coast Guard vessel. The SOW requires a contractor to provide service technicians to troubleshoot an un-commanded De-clutch issue with the vessel's Main Diesel Engines, which occurs during mode transitions. The technical support will involve on-site diagnostic work, using a contractor-provided laptop and technical publications to plug into the FLEX-500 electronic Governor and conduct troubleshooting and calibration.
Key performance details include a pier-side location at CGC CYPRESS in Kodiak, Alaska, with a performance period from April 15, 2025, to June 1, 2025. The objective is to diagnose, calibrate, and fix the FLEX-500 to prevent further un-commanded De-clutches, with ship's forces remaining on-site to collaborate with technicians through multiple propulsion plant evolutions. Points of contact include CWO2 Edward A. Cordova from USCGC CYPRESS and EMCS Daniell Hurtado from USCG-SFLC-IBCTPL Asset Management.

FLEX-500 electronic Governor
USCGC CYPRESS (WLB 210)
1. Background. CGC CYPRESS’s prototyped FLEX-500 electronic Governor is malfunctioning causing an un-commanded De-clutch of the Master Engine. While shifting form maneuvering mode to transit mode at handle position zero, the Engine RPMs drop 5% below the Speed reference set point on the FLEX 500 causing the Master/primary Main Diesel Engine (MDE) to De-Clutch.
2. Scope. Request service technicians to come on sight to diagnose the issue causing the un-commanded
De-Clutch and dial in both FLEX-500s. Ships forces will be on location to operate the machinery plant and conduct clutch in of both Main Diesel Engines (MDE). Techs will be available to plug into the FLEX-500 electronic Governor to conduct troubleshooting diagnostics and adjustments. This work will need to be conducted pier side, as CGC Cypress (WLB-210) cannot currently get underway.
3. Objective. The objective of this requirement is to troubleshoot, diagnose, calibrate and ultimately fix the Flex-500 preventing further un-commanded De-clutches of the MDEs. Ships forces will remain on seen with Tech technicians and conduct multiple propulsion plant evolutions until both technicians and CYPRESS Crew are both satisfied.
4. Tasks. The contractor shall provide one of each: laptop to plug into flex-500, and FLEX-500 tech pub.
5. Delivery. Contractor shall provide once available.
